WHEREAS, the City of
represent the interests of
this Waste Site;
EL Paso -Dr. Sammy G. Hel-
mers has been named to the
position of horticulturist with
the Texas Agricultural Exten-
sion Service for the Far West
Texas area.
Helmers will be headquartered
at the Texas A8M University
Agricultural Research and Ex-
tension Center at El Paso.
"Dr. Helmers has served as
horticulturist for the Central
Texas area for the past seven
years and has been effective
in conducting educational pro-
grams related to vegetables,
fruit and nut production', " said
Dr. Zerle L. Carpenter, Ex-
tension Service director.
He has worked closely with
county Extension agents and
county program building com-
mittees in these programs
and will continue with such
efforts in the Far West Texas
area.
Helmers began his career
with the Extension Service in
1962 as an assistant county
agent in Runnels County. He
also served in Collingsworth
County and Hudspeth County
and then was employed as an
Extension assistant in horti-
culture while doing graduate
work at Texas A8M. He has
also served as a graduate
assistant in A&M's Department
of Soil and Crop Sciences.
He holds a bachelor's and
a master's degree in agricul-
tural education and a PH. D.
in horticulture, all from Tex-
as A 8M University.
Reared in the Girvin Com-
munity of Pecos County, Hel-
mers was graduated from Mc-
Camey High School. As a
youth he was active in the
4-H program and served as
club president.
The new specialist is a
member of the American
Society for Horticulture Sci-
ence. He served in the U. S.
Army two years and in the
Texas National Guard five
years.

WHEREAS, the City Council of El Paso, Texas is concerned with the lung
term growth and development of the City of El Paso and the- adjoining sur-
rounding counties, with a special regard to protecting national n.sourccs
for succeeding generations; and,
WHEREAS, the placement of this Low Level Nuclear Waste Disposal Site
would constitute a real and present danger to both existing and future
water supplies within Hudspeth County creating a potentially unreasonable
health threat to the region and circumventing the City of El Paso's poten-
tial future water source; and,

and as such is opposed to
NOW, THEREFORE, BE IT RESOLVED, that the City Council of El Paso is
both environmentally and administratively opposed to the placement of a LOW
LEVEL NUCLEAR WASTE DISPOSAL SITE in Hudspeth County’, Texas, because of
its potential danger of contamination to its soil and water level.
