UTRWD has no taxing power.
The TWDB also has a
program under which it
participates for up to 12
years in the cost of a new
regional water system. The
purpose of the TWDB
program is to assure capacity
for the future development of
Denton County. As a result,
the District is able to
oversize the distribution
system for future growth
without imposing a cost
burden on current users. The
TWDB is currently reviewing
the district's application and
is expected to act on the
application before year-end.
Source* of Water
Until the district’s new
water purification plant can
be constructed, the City of
Denton has agreed to sell
treated water to the district.
The contract provides for
Denton to supply the district
up to 4.5 million gallons of
water per day. When the
district's purification plant
is operational, the district
will obtain water from Lakes
Lewisville and Ray Roberts
under a 30-year raw water
supply contract with the city
of Dallas.
In addition to contracts
with the cities of Denton and
Dallas, the Upper Trinity
has a contract with the city
of Commerce to purchase
11.72 MGD of raw water for
50 years out of Cooper
Reservoir. On July 22 the
Texas Water Commission
authorized the Upper Trinity
to transfer the water from
the Cooper Reservoir to the
J Trinity River Basin.
Nine utilities rep-
resenting 13 cities and towns
are participating in the first
phase of the Regional Water
System for the Denton
County Area.
The regional system will
provide a long-term,
dependable supply of
drinking water--the source
of which will be surface
water from area lakes. The
regional system will
supplement existing local
water well systems which
will continue in use for
several years for many of the
communities.
It is expected that, in the
long term, water wells will be
used only for emergency
purposes and to help meet
daily or seasonal peak
demands. The first phase of
the system is expected to
supply at least 20 MGD of
treated water by the year
2000 to Corinth, Highland
Village, Flower Mound,
Northlake, Sanger, Lake
Cities. Argyle, Bartonville
and Denton County FWSD.
The first phase of the
project will Include the
construction of a 20 million
gallong per day purification
plant near Lake Lewisville
and transmission lines to
each of the participating
entities.
The schedule calls for
construction of pipelines to
start in 1993 with first
service available in 1994.
The water purification plant
is expected to be completed
by 1998.
Other entitles
participating in the district
will have future
opportunities to participate
in the Regional Water
System according to need
and feasibility. According to
these entitles' needs, the
district will expand the
system.
Project Financing
The Upper Trinity Regional
Water District has applied to
the Texas Water
Development Board (TWDB)
to obtain permanent
financing for the Regional
Water Project. The TWDB has
a special program to help
implement regional water
systems. Through this
program, the District would
issue revenue bonds to fund
the project. These bonds
would be issued through the
TWDB, allowing the bonds to
receive the State's bond
rating. The revenue bonds
would be repaid from water
sales by the District. The
