A 14-year-old Krum boy
who does not speak English
was the victim of an alleged
sexual assault that occurred
on the morning of July 25,
while he was staying in the
home of a Sanger man.
According to police
reports, the boy was staying at
the home of Jose Martin
Tonchie, 50, of Sanger, in
order to work.
A Sanger police officer

complainant at a

93.1 percent of students passed

Rosenberg doles out credit for
schools being ‘Recognized’
SCHOOL DAZE
BEGINS — Approximately 1900 students are expected to enroll in the
Sanger Independent School District when school resumes Tuesday, Aug.
19. Staff members are eagerly awaiting the opening of school and look
forward to serving the educational needs of all SISD students. See
special “Back to School” section on pages 10-15.
“Optimistically, we’d like
to see construction begin in
1998,” Fishbeck said.
Giant steps now are being
made toward the construction
of the resort, considering past
difficulties in even finding a
developer for the
resort/marina, he explained.
“Just seeing development
on this side of the lake has
been a long, tough road.”
Although Lakes has no
experience developing
resorts, Fishbeck said that he
does have business
experience, primarily in
company “turnarounds.” He
said that Lakes displayed to
the review committee that he
was very financially capable,
and he added that there was no
wavering on the part of the
committee when Lakes was
chosen as the developer.
The state park manager
said that he was excited about
the possibilities presented by
the construction of the resort.
He said that the project would
provide Jordan Park with
facilities that could not be
found anywhere else on the
lake.

Construction of a resort on
Lake Ray Roberts could begin
in 1998, according to Russell
Fishbeck, manager of Ray
Roberts Lake State Park.
Fishbeck confirmed that
Mansfield businessman
Larry Lakes had been
selected to develop a resort at
the Jordan Unit by a review
committee consisting of
representatives from the
Texas Parks and Wildlife
Department, the U.S. Army
Corps of Engineers and the
cities of Denton, Pilot Point
and Dallas. The decision, he
said, was unanimous.
Preliminary plans for thp
resort include a 30-room lodge
with a restaurant and several
cabins. Long-range plans for
the Jordan Park resort
include a marina, park store,
picnic sites, boat/rental
docks, campgrounds, an
equestrian center and
screened shelters.
Before construction can
begin on the first phase of the
resort, though. Fishbeck said,
the TPWD must negotiate a
contract with Lakes. The
developer must then submit
plans and designs which
must go through an approval
process.
July 25, the older man got into
bed with him and started
kissing on him and touching
him all over. He then said
that the man attempted to
perform oral sex on him.
On Aug. 4 the Sanger
police officer had Tonchie
come to the police department
to talk about the incident.
Upon his arrival, Tonchie
was read his Miranda rights
and signed a statement that he
understood and waived his
Texaco rights. He then gave an oral
July 28. Upon
arriving at the gas station, the
officer spoke with the
complainant’s brother who
said that on July 25 Mr.
Tonchie had touched his
brother in a “bad way.” He
told the officer he was
interpreting for his brother
because the 14-year-old did
not speak any English.

officer that on the morning of
