The U.S. Environmental Protection Agency (EPA) Region 6
has completed the Second Five-Year Review (FYR) of the
remedy for the Alcoa (Point Comfort)/Lavaca Bay
Superfund site (Site) in Point Comfort, Texas. The
purpose of the review was to evaluate if the remedy
implemented at the Site continues to protect public health
and the environment. The remedy, which the EPA
selected in December 2001, called for actions to address
mercury- and PAH-contaminatcd sediments in Lavaca
Bay, ongoing unpermitted discharges of mercury and
PAHs into Lavaca Bay, soil contamination at the former
Chlor-alkali Process Area (CAPA), and soil contamination
at the former Witco area. All of the required remedial
actions selected by the EPA in 2001 have been
implemented.
The Site is located on the south side of State Highway 35
near the City of Point Comfort, Texas, and is adjacent to
Lavaca Bay on the west and Cox Crcck/Cox Lake on the
east. The Plant, which covers approximately 3,500 acres,
was established as an aluminum smeller in 1948 and is
currently a bauxite refining operation.

groundwater recovery system at CAPA is effective in
reducing the migration of mercury-contaminated
groundwater to Lavaca Bay. In addition, results from the
annual juvenile blue crab sampling show that recovery is
ongoing in the majority of the Closed Area as evidenced
by downward trends in mercury levels. However, based
on annual finfish sampling conducted, average mercury
concentrations in red drum in the Closed Area do not
show similar trends of recovery. The FYR identified a
number of studies that need to be conducted to better
understand the reasons for the continued elevated levels of
mercury in red drum. The results of the studies wall be
incorporated into a remedial action plan that once
implemented would reduce mercury levels in red drum.
The EPA will reassess the long term protectiveness of the
remedy in a FYR Addendum which will be completed by
September 30,2019.

They may come to talk about
one issue, and in the course of
talking, something else comes
out,” she said.
The struggle begins with
the first therapy session as
patients try to express their
emotions, Kovarek said.
“The big thing for people
when they first come to this
program is not knowing how
to put that into words. They’ve
never really talked about it,
especially that generation.
They learn words sometimes,
to put with the feelings they are
having. They learn that other
people have these experiences,
and they are not the only one,”
she said. “I prefer for them to
do the talking, and I am the
mediator.”

“The reason we do group
therapy as opposed to individual
therapy is at this age, we’ve had
life experiences, but we’ve not
had every life experience. Odds
are someone in the group will
have had the experience you’ve
had. They are not exactly doing
one another’s therapy, but they
are,” Walker said.
Kovarek agreed
Walker.
“We eventually can start
looking at discharge planning
to get them the tools they need
for when they are not in this
program anymore, but that
they can use when they are in
the outside world. They are
finally getting out of their
house, and they realize there is
a big world out there. It’s about
learning coping skills and
tools,” she said.
