Washington, D. C., Feb. 28.—Prof. Haupt
of Philadelphia today lost his suit in the
district court here to restrain Secretary
of ‘Wai* Taft, Gen. McKenzie and Con-
tractor Pidon from prosecuting the deep
water work at Aransas Pass, Texas,
Haupt claiming the patent rights in the
single jetty system. Justice Gould re-
fused the injunction on the grounds that
it is an indirect attempt to sue the federal
government without the consent of con-
gress. Haupt appealed the case.

Gregg Introduces Resolution Call-
ing for Survey of Harbor
and Three Channels.

Special to The Tribune.
Washington, Feb. 28.—Representa-
tive Gregg today introduced a concur-
rent resolution authorizing a survey of
Galveston harbor, Galveston channel,
Texas City channel and Port Bolivar
channel, with a view to securing a
comprehensive system of harbor im-
provement for Galveston. The resolu-
tion carried no appropriation and its
speedy passage is confidently hoped for
by Gregg and Col. Gresham.
DISCUSSED MATTERS OF RATES.
Meeting of Passenger Agents With
Club Owners at Houston. -
"While the general passenger agents of
the Texas lines did not accept the propo-
sition of the managers of the Texas base-
ball league to make a rate of 2 cents a

propositions were submitted by the rail-
road men, which, if accepted by the Tex-
as railrdad commission, will reduce the
railroad fares for the clubs. The present
rate is 2^ cents a mile for each man.

general passenger agents, which will meet

M. L. Morris, city ticket agent of the In-
ternational, representing that road and
the Texas and Pacific. J. D. Roberts and
Claufle Reilly of- Houston,- and Moritz Kop-
perl and E. A. Toebeiman of Galveston
presented the claims of the baseball man*
