and Rehabilitation Administration po.nts to the threat

averting or ameliorating disaster for millions of Europeans.
His proposals are soap rationing in this country- so that
some of tHe supply may* be shared with Europe for C<>m-

consuinpticn of fats in the Unjted Nations for increasing
the supply to the liberated countries, prpv'ision of.
10,000,000 cases of canned milk for Europe by a 20 per cent
reduction in the domestic allotment here, and canning of
mqat on the range in large supply for immediate export
to Europe ?
Cuts in the domestic quotas of fats and meat, already
-—/ limited, and soap rationing seem dubious in the—light of
Civilian dissatisfaction over shortages, and a reduction of 20
per cent in the allotment of canned milk in this country
would add another source of discord over necessary ration-
ing. The UNRRA director should show not only fhr nerd
of Europe but also the inability of other allied countries to
contribute materially to alleviation of food shortages i

for the American people, and practical aspects advise
weighing domestic concerns, as well as the need for
