Washington — Don t jump to the
conclusion that President Roosevelt
has discarded the famous “brain
trust.” or that Tommy Corcoran and
Ben Cohen are no longer in his
confidence just because the White
House staff has been reorganized.
To be sure. Presidential Secretary
Stephen Early told reporters when
the reorganization was announced
that the brain trust as a “much
heralded and celebrated creature of
the imagination” was out the win-
dow.” But that doesn’t mean what
a lot of people have taken it to
mean.
A source close to the White House
explains the whola business like
this:
In addition to his oflicial family
every president has a number of
personal friends in whose judgment
w information and advice he hat
^ special confidence. He gets sug-
gestions and ideas from these peo-
ple. sees them informally and out-
side of the regular official routine
and to a greater or a lesser extent
shapes his policies by what they
tell him.
Rooaevelt Likes Advisers
Mr. Roosevelt has always hgd
auch unofficial advisers. The ex-
pression. “brain trust." was corned
to cover them away back in the
1932 election campaign. As a group
the Individuals covered by this ex-
pression never had any official
status whatever.
As of today Mr Corcoran is
special counsel to the Reconstruc-
tion Finance Corporation and Mr
Cohen is general counsel to the
National Power Policy Committee
In these job6. they have clearly de-
fined duties which have no official
connections whatever with the White
House; those jobs are just the same
row as they were a month ago. and
are quite unaffected by the White
House reorganization.
Similarly no amount of official
reorganization of the White House
staff could affect the Intimate but
Informal relationship which Messrs
Corcoran and Cohen have with the
President.
The only thing that could change
the relationship would be a dimin-
ishing of Mr Roosevelts confidence
in them or (conceivably* a chang-
ed viewpoint on Mr. Roosevelt's
part which would lead him to fol-
low policies on which they could no#
work with him.
No Lows of Confidence
No* says our informant—the fact
is that Mr. Roosevelt has just as
much confidence in Mr. Corcoran
and Mr. Cohen as he ever had. and
he has not changed his political
point of view or adopted any new
policy which would automatically
freeze them out.
The much-discussed renrganiza-
tion order sets up five divisions of
¥ the executive staff — the White
House office the budget bureau
the national resources planning
board a liaison office for personnel
management and an office of gov-
ernment reports.
This streamlining of the execu-
tive staff may conceivably release
Messrs Corcoran and Cohen from
aome of the leg work they have
at times been called on to do.

Elements of Success
Outlined to Rotarians
Secrets of success were enumer-
ated by Dr. Sam Thompson. Kerr-
viUe. In a stirring speech Wednes-
day afternoon before the Rotary
club at the Hotel El Jardin here.
The elements of success were
identified by Doctor Thompson to
be accuracy of observation sound-
ness of judgment frankness en
thusiasm lai'h integrity Intelli-
gence and hard work.
Three thing* either make or break
a businessman Doctor Thompson
added namely courtesy accomo-
dation and efficiency.
Doctor Thompson also stressed
the importance of vocational ser-
vice to the patron profession com-
munity and lastly to oneself.
He is to speak Thursday night
at the Municipal auditorium in
Harlingen on “Four Different Kinds
of People."
Four different kinds of people he
defined as: capitalist—one who
spends less than he makes; con-
tentist—one who goes so far and
gets m a rut—thief—one who
spends more than he makes and
the unfortunate who can't take
care of himself.
Cooperation in making the city-
wide barbecue September 28 a suc-
cess was asked by Ben Bnte. dean
of the Junior college and principal
of the high school here and Mrs.
J. C. Jordan.
E C. Dodd superintendent of
Brownsville schools reminded the
Rotamns that this j "Constitution
Week." Tom Stevenson said that
reserved seat season tickets for
Eagle football games are being sold

STARR SCHOOLS OPEN'
Rio Grande City — Starr county
schools at San Isidro. Santa Anna
and Sal Colorado opened for the
fall term on Monday The common
school districts at La Grulla and
Roma will open a week later on the
25th according to Mrs. Florence J.
Scott county superintendent.

Mission — Qualified voters in a
meeting dl the Water Users Asso-
| elation of District Fourteen held
at the Mission City Hall outlined
plans for a bond election which
has been set for September 30 by
the Hidalgo County Water Con-
trol and Improvement. District
Fourteen.
A called session held Tuesday
morning at the City Hall was at
tended by fifty qualified voters who
sought information on the aims Of
election and plar 3 for expending
the $50000 asked in the election
should M paas approval of the
voters. At the regular meeting of
the water users association held
Tuesday night also at the City
Hall officers repeated information
released at the morning session.
It is expected that the $50 000
fund to be realized from sale of
bonds if such are authorized in the
election will be used for a prelim-
inary survey of the Irrigation as-
set* of the district toward determ-
ining best methods of completing
organization of the district.
