McNutt to replace Wesson
as Municipal Judge

During the meeting, it was determined that the
city budget is on track for the 2019-2020 fiscal year.
Finance director Miykael Reeves delivered current
expenses in comparison with the amended budget,
showing where each department stands. Depart-
ments are mostly on track with expenses and with
revenue.
At the September 15 meeting of the Mount Pleasant City Council, the announcement of Municipal Judge Jerry Wesson's retirement
was made. The Council swore in former Titus County Justice of the Peace Kay McNutt as the new Municipal Judge that evening. Wesson

After months of closed meetings due to C0VID-19,
local citizens can now choose to attend City Coun-
cil meetings. The first 60 people to arrive will be al-
lowed to go inside for each meeting. The September
15 meeting of the Mount Pleasant City council was
the first of such meetings.
On the agenda that night were an executive ses-
sion regarding the employment of Municipal Judge
Jerry Wesson, considering the appointment of a

Some business owners in Texas received
good news after Governor Greg Abbott an-
nounced Sept. 17 that many businesses can in-
crease their capacity to 75 percent.
According to Governor Abbott’s latest an-
nouncement, gyms/exercise facilities, manu-
facturers, museums/libraries, office-based em-
ployers, restaurants, and retailers may operate
at the higher capacity provided they were in a
hospital service area with low COVID-19 hospi-
talization rates. Governor Abbott’s announce-
ment also re-authorized elective surgeries for a
majority of the state of Texas.
Governor Abbott implemented a data-driven
metric to help guide the state’s ongoing efforts
to contain COVID-19 and expand occupancy
for businesses and services. This metric focus-
es on areas with high hospitalizations — re-
ferring to any Trauma Service Area (TSA) that
has had seven consecutive days in which the
number of COVID-19 hospitalized patients as
a percentage of all hospitalized patients ex-
ceeds 15%, until such time as the TSA has sev-
en consecutive days in which the number of
COVID-19 hospitalized patients as a percent-
age of all hospitalized patients is 15% or less.
Nineteen of the 22 TSAs in the state qualify un-
der Governor Abbott’s new guidelines. Morris,
Camp, Titus and Cass Counties are all included
in these 19 TSAs. The other three TSAs- S-Vic-
toria, T-Laredo, and V-Lower Rio Grande Val-
ley- must remain at 50 percent capacity.
“With the medical advancements we have
made and the personal hygiene practices we
have adopted, Texans have shown that we can
address both the health and safety concerns of
COVID-19 while also taking careful, measured
steps to restore the livelihoods that Texans
depend on,” said Governor Abbott. “Achiev-
ing both goals requires safe standards that
contain COVID-19, emphasize protecting the
most vulnerable, and establish clear metrics
that the public can depend on. That is why to-
day we have announced expanded occupancy
standards for a variety of services. But, Texans
should remember that a steady and significant
decline in COVID-19 cases is not a sign to let
up in our vigilance against the virus. Instead,
Texans must continue to heed the guidance
of medical experts by wearing a mask, so-
cial distancing, and practicing proper sani-
tation strategies. By maintaining health and
safety standards that are proven to mitigate
COVID-19, we can continue to slow the spread
while opening up the Texas economy.”
