ate by ordinance such other de-
partments as may be deemed
necessary for the proper conduct
of municipal affairs and enforce-
ment of the laws and ordinances
of the City of Orange, and shall
prescribe the qualifications, du-

the existing Charter of the City

BOARD OF COMMISSIONERS
be amended to read as follows:
The Mayor shall be ex-officlo
chairman of'the Board of -Com-
missioners, and shall be recog-
nized as head of the City Gov-
ernment for all ceremonial pur-
poses, but shall ha vie no regular
administrative duties other titan

Charter of the City of Orange
with reference to CHIEF EXEC-
UTIVE OFFICER be amended to
read as follows:
Section 1. The City Manager
shall be the chief executive and
the adijmnistrative head of the
City Governpient; shall have the
duty pf enforcing ordinances of
the City, and laws of the State;
shall advise.the Board <of Com-
missioners concerning the finan-
cial affair? of the City; and shall
perform such other duties, as may
be required of him by ordinance
or resolution of the Board of
Commissioners not inconsistent
with this Charter.. Except as
otherwise provided herein, the
Manager shall haye the respon-
sibility of appointing and remov-
ing, at his will and pleasure, 4JI
officers and employees in the ad-
ministrative service of the city,
except those. appointed by the
'Board of Commissioners'; but the
Manager may authorize the head
of a department or office respon-
sible to him to -appoint- or remove
subordinates in such department.
Section 2. The City Manager
shall b« appointed-¿pr a term of
two years, subject to removal at
any time by the action of a ma<
jpority of the Board of .Cofaunis-
sioners.
Section 3. The City Manager
