a pension law. It doesn’t say
that pensions shall be paid,
without action by the legisla-
ture. It merely gives the legis-
, lature permission to pass such
a law.
The second point is that-the
amendment clearly authorized
the pension payments.
Those who try to make it
appear that it is unconstitu-
tional for the legislature to im-
pose any restrictions, or make
any rules, as to the payments,
are ignoring the plain language
of the amendment.
There are some points to be
noted. Nobody shall receive
over $15 monthly from the
state. Habitual criminals, habi-
tual drunkards, inmates o1
state supported institutions, are
not eligible. No one is eligible
