coxae. President Taft and his party ate
this afternoon boarded the better ves-
sel and set out for the Panama Canal
Zone

the President, after making a short i
speech here, boarded one of the ,
launches of the Arkansas, together 1
with Mrs. Tait and the remainder or [
the President’s party, and was taken ;
to the naval fighter. A few minutes
later both the Arkansas, with the pres-
idental flag flying from a fighting
top, and the Delaware, which will act
as a convoy, had weigted anchor and
were steaming slowly out of the har-
bor to the waters of the Atlantic.
The presidential party will spend
three days in the canal region includ-
ing Christmas. President Taft plans ,
to get back to Key West on Dec. 29
and two days later to be in Washing- ’
ton.

Mr. Taft announced that he expects
to issue the order establishing civil
government immediately if he finds

canal region if he will accept the place.
President Taft, it is expected, will con-
sult with him on the present trip re- i
garding the naming of subordinate of-
ficers.

Austin's humane oincer, W. C. Rus-
sell, got in his first full week of work
during the week just passed. The secre-
tary of the Humane Society, with which
organisation the humane officer works
in co-operation, reported last night that
Mr. Russell had looked after twenty
cases involving cruelty to horses and
mules Some of these were half starved.
Others were overworked, some were
provided with no shelter, and others
with sore backs were made to work
