There is ponding before the Legisla-
taro a general irrigation bill. It has
been amended in the Sonata and prob-
ably will go into free conference com-
mittee. With only a day or two left
in the session in which the matter may
be disposed of The Statesman is in-
clined to the view that our Representa-
tives and our State Senator should read
the bill well before it is finally dis-
posed of.
Few people Realise how vitally an
irrigation bill can affect the city of
Austin with its prospect for a dam and
plenty of water power. Ono kind of a
bill if passed might prevent this city
from getting running water for power.
Elsewhere we print a communication
from Mr. William M. Thornton of this
city in which he indicates that he be-
lieves there may bo danger of thi un-
der the bill in its present form.
The Statesman has called the mat-
ter to the attention of Mayor Woold-

Governor Colquitt yesterday signed
and filed with the Secretary of State
the following bills: House, creating
State bureau of child and animal pro-
tection; authorising Priaon Commieion ,
to issue 93,999,000 bonds; authorizing i
the purchase of LaBahia Mission near |
Goliad; amending the statute relating
to time and manner of submitting in-
structions to juries, and Senate but I
amending the statute extending the ,
powers of sanitarlums.
Thirty-two bills were turned Into the
Governors office. The niajority of
them were road bills and independent
school district bills of minor import-
ance, but there were several measures
of importance in the lot.
The enabling act to the home rule
amendment was received in the office
about 4:45 p. m. and was immediately
taken into the executive office by Pri-
vate Secretary Bowman. Among the
other acts submitted to the Governor
was the Waco Normal School bill;
eight-hour bill applying to laborers on
public construction work; 97500 appro-
priation for San Marcos Normal School,
and 'deficiency appropriation bill
amounting to 9209,000.
The House bill providing fan the es-
tablishment of a State training school
and home for the feeble minded was
yesterday disapproved.
Governor Colquitt calls the atten-
tion of the House to the Senate bill
carrying with it an appropriation of
9350,000 to carry out the platform de-
mand for the erection of additional
asylum buildings to accommodate the
insane of the State which are now con-
fined in county jails. This measure
passed the Renate and 935,000 of the <
amount of the appropriation may be <
used for the erection of buildings to
care for the feeble minded according
to the terms of the measure.
He does not believe in the establish- ;
ment of additional institutions and ,
the creation of additional offices, which ,
he does not think absolutely neces-
sary. Governor Colquitt was advised 1
by the Superintendent of the Epileptic
Colony at Abilene that an Institution j
for the care of feeble minded children ,
could be conducted with success in
conjunction with that institution and ,
without additional overhead expense
Another week has passed and the
Legislature is still marking time at the
expense of the taxpayers of Texas. It
is a pity that we haven’t more read
business men in our law-making

In the closing days of the Legislature
the same old tendency to rush pell melt

matters of importance In this State is
apparent. Au regrettable as this may
be, yet it is but another instance of
history repeating itself, for always is
the tendency tho same when the nos*
sions are being brought to a close.
Wo should work out some system by
which tho present custom may be
changed.
It is unfortunate that a Legislature
should railroad through at any time
matters which really demand tho ma-
ture consideration of members. It is
wrong for any legislative body to at-
tempt to legislate for a people when
it knows not what it does.
Errors creep into tho laws under
such a system. And like wise there
may be thone innocent little things we
call jokers. Good bills may be ren-
dered invalid by some mistake and bad
bills may slip by and become tho law.

The members should find some way
to equalise their work through the
session. The legislation of haste should
cease.
