Lieutenant Governor Neal yesterday

while the big fairs were in full ca-

Any man can make a mistake, and
every man now and then does make a
mistake. This was one of the times
with Mr. Colquitt. The error could be
easily overlooked were hg not so insist-
ent about it.
Doubtless branches and departments
of the state government ought to be
moved about at pleasure, but it's a lit-
tle impracticable.

evening at 7145 o’clock killed the Bryan
cattle quarantine bill which, a* la well
known, provides for an open season of
60 days. The bill was defeated by a
motion made Wednesday by Senator
Davidson (De Witt), that the bill be
made a special order for April 1 after

that the bill has turned its toes to the
daisies. Those who voted for postpon-
ing the bill were Senators Beaty, Da-
vidson (De Witt), Davidson (Galves-
ton), Decker, Faulk. Faust, Hale,
Hanger, Hicks, Hill, Lipscomb, Me-
Kamy, Morris, Paulus and Willacy--15.
Those who voted against postponing
and who were in favor of the mill were
Senators Brachfield, Cain, Grinnan,
Harper. Henderson, Marlin, Mills, Per-
kins, Savage, Sebastian and Stafford.
Senator Faublon would vote "aye," but
he Was paired with Senator Douglass,
who would vote “no." Senator Harbi-
passed the house finally by a large ma-
jority, but the few who sought to load
it with ballast until it sank of its own
weight made a gallant and determined
fight, but went down in the whirl of
popular favor with which the bill was
। received and held from the moment of
’ its Introduction until it finally passed.
; Its popularity with the people seems
j equally great. The measure was re-
touched just a little but changed in no
essential respect.. Following is the full
text of the bill revised as amended. It
will be read with interest:
Section 1. If any person shall en-
gage in pool selling, bookmaking, tak-
ing or accepting any bet on any horse
race, he shall be punished by a fine of
not less than $200 nor more than 3500,
and imprisonment in the county jail
for not les than thirty nor more than
ninety days.
Bec. 2. If any person shall buy pools
or otherwise wager anything of value
on any hors race at any time or place,
he shall be punished by a fine of not
less than $25 nor more than 3100.
Sec. 3. If any owner’or lessee of any
property of this state shall permit the
same to be used as a place for the sale
of pools, bookmaking, or wagering on
any horse race to be had in this or
any other nine, he shall be punished
by a fine of Mt less than 3200 nor more
than 3500, and imprisonment in the
county Jail fol not less than thirty days
nor more than ninety days, and each]
