cent of that work has been done. It has
been composed largely of the first phase
preliminary activities, such as new plant
construction, factory expansion, retooling,
training of industrial personnel, etc.
With these; well on toward completion,
the second phase of defense production be-
gins, during which America’s great indus-
of oil shortage in the: East and is insistihg upon
pipe lines being built. ' ■
Pipe lines, of cours, call foil steel and to get
steel you have to have priorities. So Mr. Ickes
gets the priorities. The exact figures are not be-
ing released for the reason that they would have
a material bearing jupon the extent of naval
building now going on and the United States
would prefer to keep that information secret. But
the comparative relation is published. ;
For October, the OPM reports show that Mr.
Ickes has been getting three fourths as much
steel for his pipe line program as the! navy has
been getting for its two-ocean navy program.
If the navy were getting all the steel it needed,
there would be no point to bilaming Mr. Ickes
and his schemes for slowing up the new deal pre-
paredness. But, according to the correspondent
of the New York Times, responsible: naval of-
ficials declare that the navy has building facili-
ties to take and use5 twice as much steel as they
are getting. j - i
This means that! if Mr. Iekes should be fired
and his pipe line ideas junked, the navy yards
could turn out 75 per cent more work. If you will
make the calculatiqn, this means that it should
be •possible to get the bulk of the new construc-
tion done in about 40 per cent less time. |
Assuming that Moadom Perkins is also fired
and that a reasonble, friendly and firm labor,
policy taken, the navy should be able to m ake
that saving in time. If it will take five yearly as
at present estimated, to comtplete the program, it
could be done in three years with Ickes and Per-
kins removed. ! -- I *
