West Germany seems to have
everything to win and nothing to
lose by his decision to visit Mos-
cow in September.
The poker-faced "old fox" cer-
tainly will be negotiating from what
the diplomats call a position of
strength.
Adenauer has Russia on one side
snd the United States, Great Brit-
ain and France on the other bid-
ding for his favor.
For very good reasons, Adenauer
is now lined up with the Western
Allies end is likely to remain so.
They have more to offer him.
But by visiting the Russians be-
fore the Big Four foreign ministers
meet in Geneve in October, Aden:
auer may at least get a hint of
what the Kremlin can offer him.
