have a direct local effect.
Of county • wide significance is
House Joint Resolution 31, which
proposes to amend the State Con-
stitution to provide that any Dis-
trict, County or Precinct official
serving a four-year term must re-
sign before announcing for a dif-
ferent office if there remains un-
served more than one year of the
term for which he was elected.
And HJR 30, proposed amend-
ment, provides that vacancies ii>

the office of County Judges and
Justices of the Peace shall be fill-
ed by the Commissioners Court
only until the next general elec-
tion.
County officers stand to benefit
from SJR 6 if it is approved. It
would amend the constitution to
authorize each county to establish
after approval by its voters, a re-
tirement, disability and death
compensation fund covering the
elective officers of the county or
precinct, as well as the appointive
officers and employees of the
county or precinct.
The only other county govern-
mental unit that could presently
be affected directly by any other
of the proposed amendments (out-
side of individual benefits set out
in HJR 36 proposing medical sup-
plements to welfare payments) ia
the City of Jacksonville.
It is the only city in the county
operating under a home rule char
ter, and HJR 48 proposed an am
endment to allow such cities, by a
majority vote, to extend the ten-
ures of its officers, elective and
appointive, from two to four
years.
Rusk, if it chose, could amend
its charter to become a home rule
city, since it is listed as one of 25
cities in Texas which has more
than 5,000 population but which
has not adopted home rule.
A home rule charter requires
more than 5,000 population and a
majority vote for the change.
However, it doesn't appear like-
ly Rusk will turn to the home rule
plan, since the only major advan-
tage seems to be the power oil
such cities to engage in almost un-
limited annexation.
Thus Rusk city offices likely
will remain two-year jobs.
HJR 36, if passed as a constitu
tional amendment, will affect no
area as a whole in the county, but
it would have a direct bearing on
a good number of individuals.
It proposes to give the Legisla-
ture the power to authorize ven-
dor payments fo; medical care in
addition to the amount paid in the
form of direct public assistance
to and on behalf of needy recip-
ients of Old Age Assistance, Aid
to the Blind, Aid to Dependent
Children or Aid to the Permanent-
ly and Totally Disabled. And it
would provide for the acceptance
of funds from the Federal Gov-
ernment for the purpose of pay-
ing such assistance, and provide

A government of laws, not of
men, is one principal the ob-
servance of Constitution Week
seeks to point up and maintain as
various patriotic organizations
urge schools and churches in this
area to take note of the event with
appropriate observances this week.
September 17 marks the 171st
anniversary of the adoption of the
Constitution of the United States
of America, and proclamations
from national and local govern-
mental heads have proclaimed
September 17-23 as constitution
week.
Public Law No. 915, signed in
August, 1956, authorized the Pres-
ident of the United States to pro-
claim those dates as Constitution
Week each year.
The Nacogdoches Chapter,
Daughters of the American Revo-
lution, each year takes as one of
its chief projects the encourage-
ment of the week's observance.
Mrs. James I. Perkins, DAR of-
ficial this week sent the following
letter encouraging observance to
of America by the Constitutional
Convention.
"Public Law No. 915 was signedj
August 2, 1956. and authorized the
President of the United States to
designate the period begnining
September 17 and ending Septem-
ber 23 of each year as Constitu-
tion Week, and to issue annually
a proclamation inviting the peo-
ple of the United States to ob
serve such week in schools, chur-
ches, and other suitable places
with appropriate ceremonies and
activities.
"It is felt that many ills about
which we complain could be elim
inated if the general public would
study and be actively loyal to the
Constitution of the United States
of America. The way to security
is by an adherence to a govern-
ment of law, and not by the sub-
stitution of a government of men.
We need to know all we can and
help others to know about this
government and its governing
body of laws—the Constitution

Senate Joint Resolution 4
Amends State Constitution. Au-
thorizes the Legislature to make
appropriations and establish pro-
cedure for advertising the histori-
cal. natural, agricultural, indus-
trial, educational, recreational and
other resources of Texas.
Senate Joint Resolution 3
To authorize the Legislature to
create a Hospital District co-ex-
tensive with the incorporated lim-
its of the City of Amarillo, Texas,
and authorizes Potter County to
lend financial aid and participate
in the operation of the Hospital,
District, and further authorizes
the Legislature to create a county-
wide Hospital District in Wichita
County and in Jefferson County.
House Joint Resolution 1
To provide for annual sessions
of the Legislature and proscribing
the compensation and expenses
for members, limiting the per
diem for each session and author-
izing temporary residence of the
Lieutenant Governor and Speaker
of the House of Representatives in
the Capitol.
House Joint Resolution 17
To provide for pensions to re-
tired Texas Rangers who are in-
eligible to participate in the Em-
ployees Retirement System of Tex-
as, and their widows.

Echols Transfers
To SFA; Enters
Grid Practice
Odis Echols, of Rusk, has re-
ported for fall football practice at
S, F. Austin State College.
A transfer tackle. Echols is one
of 36 performers on Coach Harold
Fischer's Lumberjack squad that,
opens its season Sept. 20 with a
road game with Northeast Louisi-
ana State at Monroe. Rounding
out the squad are 10 other new-
comers. 24 lettermen and one
squadman from the 1957 SFA team
that won six of ten games and fin-
ished third in Lone Star Confer-
ence play.
The son of Mr. and Mrs. Marvin
Echols, the SFA gridder graduat-
ed in 1956 from Rusk high school,
where he earned all-district hon-
ors three years in football anc\
all-district second team laurels in
basketball. And before coming to
SFA this fall, he played freshman
football at the University of Hous-
ton,
Echols is 20 years old, stands
6"3" tall, and weighs 210 pounds
