tion in the courts can prevent the
issue and sale of the honda.
Therefore, in my opinion, an-
other bond election will be neces-
sary before any of these $9,500,-
000 in bonds can be issued and
sold, except $150,000 worth here-
tofore issued.
Perhaps then, even without re-
gard to the welfare of Rusk, the
Authority would fare better with-
out Rusk
Friend of tha Authority
Almost six years ago, one night
between 100 and 2:00 in the
morning, I got the original bill
creating the Upper Neches River
Authority passed through the
House of Representatives, As I
recall now, it was almost 3:00 that
night before I got to bed.
By that time, on that particu-
lar night, the leaders working for
the bill had given up and departed
Even the sponsor of the bill with
me, Jim Bob Paxton, had gone.
He did not desert me He merely
gave up, for he had failed on the
bill the day before.
I got the bill passed that night
by getting Bill Daniel, a brother
of Price Daniel, to change his at-
titude and support the measure.
I got him to ait and talk with me
for a few minutes in a window.
After that he agreed not to oppose
the bill further.
The next day, about 10 a.m.,
Frank Ebaugh and J. E. Brown
caiied me from a hotel In Austin
and wanted to know what had
happened. They had given up the

earnestly hope to see a big lake
above Blackburn Crossing.
And I believe that such a lake
will be built, although I venture
to say that such a lake probably
will not built without either
federal help or asaistance from
Tyler.

Neches River Authority can get
my point of view in sponsoring
the measure 1 have mentioned, H.
