Texas residents of the
Region VII Education Ser-
vice Center area will have
an opportunity to present
their opinions and concerns
regarding proposed essen-
tial elements and related
requirements for the
revised public school
curriculum at a public
hearing to be held in
Longview at T. G. Field
Auditorium on Thursday,
July 14 from 8:30 to 11:30
a.m. The first of a series of
public meetings was held
June 13 in Longview.
Region VII includes 17
counties. They are Ander-
son, Angelina, Cherokee,
Gregg, Harrison, Hender-
son, Nacogdoches, Panola,
Rains, Rusk, Sabine, San
Augustine, Shelby, Smith,
Upshur, Van Zandt and
Wood.
State Board of Education
chairman Joe Kelly Butler
said, "The Board en-
courages everyone-
parents, educators, in-
terested persons-who has
a concern about public
school curriculum to attend
the hearing sessions."
Texas Education Agency
administrators will con-
duct the hearings, but State
Board members will be at-
tending many of the
sessions, Butler said.
The essential elements
and related proposals were
drafted to implement
House Bill 246, passed by
the 67th Texas Legislature,
which mandated revision
of the public school
curriculum. The law
requires that 12 subject
areas be included in each
school district's

curriculum. Those subject
areas are English language
arts; other languages, to
the extent possible;
mathematics; science;
health; physical
education; fine arts; social
studies; economics, with
emphasis on the free en-
terprise system and its
benefits; business
education; vocational
education; and Texas and
United States history as in-
dividual subjects and in
reading classes. The State
Board of Education was
charged with designating
the essential elements of
each subject area. After
the essential elements are
adopted by the Board, each
school district will be
required to provide in-
struction in those elements
at the designated grade
levels in order to be ac-
credited.
Butler noted that the
curriculum documents
which contain the proposed
essential elements have
been distributed to school
districts, professional
organizations, teacher
preparation institutions,
education service centers
and will be available to the
public. Copies of the
documents may be
obatined from or reviewed
at Region VII Education
Service Center, 818 E. Main
Street, Kilgore, Texas,
75662 or the Texas
Education Agency, 201 E.
11th Street, Austin, Texas
78701.
Individuals planning to
testify at the public
hearings are requested to
pre-register by writing or
calling Region VII
Education Service Center
at 1-213-983-3071.
Registration will also be
allowed at the public
hearing sessions. "We are
asking individuals to com-
ment regarding the
specific proposals in the
materials," Butler added.
Written testimony will
also be accepted but it
must be submitted on
special forms that may be
obtained at Region VII ESC
or the Texas Education
Agency. The deadline for
the receipt of written
testimony by the Texas
Education Agency is Mon-
day, August 8,1983.

dress was delivered by

District Judge, Southern
District of Texas.
While attending the
University, Susan was ac-
tive in the Residence
Hall Association
Legislative Council, the
Texas Student Education
Association, and the Lum-
berjack Band. She was also
principle flutist for the
University Symphony and
was named to the Dean's
list every semester.
Her honorary frater-
nities include Kappa Delta
Pi and Mu Phi Epsilon.
Susan is a 1979 graduate
of Rusk High School and is
currently serving as sum-
mer youth activities direc-
tor for the First United
Methodist Church in Rusk.

Robert L Banks, 77. Rusk,
retired Cherokee County
school superintendent, was
held at 2 pm Monday at
First United Methodist
Church with the Rev Bob
Pate officiating
Burial was in Shady
Grove Cemetery under
direction of Wallace-
Thompson Funeral Home.
Mr Banks died Saturday
at a Temple hospital after a
long illness
Banks was born Sept 16,
1905, on the farm which he
later owned some four
miles east of Rusk He was
educated at Rusk High
School and Rusk College,
and then went to Stephen F
Austin State University,
where he received a
bachelor's degree in
business He later went to
the University of Texas,
where he received a
master's degree in
educational ad-
ministration
His first teaching
position was at Holcomb, a
two-year school south of
Rusk He later taught at
Mixon, Atoy and Turney,
and then spent four years
at Jacksonville High School
teaching mathematics and
bookkeeping
He was named principal
of West Side Elementary
School, and held that
position until he entered
the Navy in January, 1942
Mr Banks joined the
Navy as a 3rd Class petty
officer and was discharged
four years later as a
lieutenant He taught in the
fieid of electronics, and
concluded his tour of duty
at Pearl Harbor
Following his discharge,
he resumed his position as
principal of West Side
Elementary School
In 1947, Banks ran for the
office of county school
superintendent and was
elected He held the
position for eight con-
secutive four-year terms
When he was first elec-
ted, he found 36 school
districts in the county
During his tenure, that
number was reduced to six
independent school distric-
ts based in Jacksonville.
Rusk, Alto, Wells,
Maydelle and New Sum-
merfield
Banks often said that the
most difficult time during
his tenure was during the
early 1950s, when the Iron-
ton district, which was rich
in oil but had only a few
students, was merged with
the Jacksonville school
district by action of the
county school board
Banks assisted in the
merger when it was
suggested that the Ironton
district might join a school
district in Anderson Coun-
ty
Banks held the super-
visor's office until Dec 31.
1978, when the Legislature
effectively abolished the
office by ending the state
appropriations to fund the
salary.
Banks was a former
chairman of the board of
the First United Methodist
Church in Rusk and was a
past-president of the Lions
Club
