The economic impact of Rusk State Hospital sends a ripple
effect through Cherokee County's economy, as the state
agency's $27.3 Million operating budget rolls into every
sector of the business economy.
In fiscal year 1997, the hospital handled 2,006 admissions.
and maintained an average daily census of 353. The j
agency employes 875 and carries a payroll of $18.1 million.
The hospita! includes a 74-building campus on 396 acres.

Don Gilbert is the Commissioner of the Texas Department
of Mental Health and Mental Retardation. Prior to assuming
that post in 1995, Mr. Gilbert served in numerous capacities
within the MHMR system in Texas, including Executive
Director of Dallas County MHMR Center, Superintendent
and Assistant Superintendent of the Terrell State Hospital
as well as Acting Deputy Commissioner and Assistant
Deputy Commissioner for Mental Health Services at
TDMHMR. Mr. Gilbert holds a BBA degree from Sam
Houston State University and a master's degree In business
administration from East Texas State University where he
graduated with honors.
TDMHMR is a large state agency with nearly 24,000
employees. During his tenure as Commissioner, Mr. Gilbert
successfully dealt with a number of public administration
challenges including high worker's compensation costs,
the transition from institutional to community-based care,
and managing a staff with some of the lowest and highest
paid state employees. Mr. Gilbert has brought business
practices to bear on the administrative functions of the
agency through partnering, contracting and consolidation.
The resultant cost savings has allowed for greater client
services, including reducing the waiting list from 31,000 to
22,000 in two years. Mr. Gilbert's commitment to his clients
and his common sense management practices in the face
of difficult challenges has brought him recognition In the
fields of public health and public administration.

In the past two years ACCESS (Anderson Cherokee

Community Enrichment Services) has provided services
to more than 2,000 families In the two counties.
Although ACCESS is a new center, it has consistently ranked
in the top 10 percent of all community MHMR centers in the
state.
