Smith, watchman, was today blamed
for the wreck in which 20 people
were killed or died following their
removal to hospitals and 13 were
seriously scalded, at Humble, near
here. In a report made by the board
conducting an investigation of the
crash.
“The board is of the opinion that
the responsibility for unfortuhate
accident rests with the watchman
in charge of engine 433, who took
it upon himself to move this loco-
motive from one track to another
an act not required of him and
consequently one in violation of hi?

“The National Guard Discussed
From the Viewpoint of the National
Guard by a Man Whose Military
Career' Has Been Passed in the
National Guard," night well be

Major General George C. Rickard,
chief of the military bureau, sent
to congress today.
No Roast for Texas.
Incidentally, it is the first time
In years that the Texas national
guard has not received a roast in
the annual reports. These criti-
cisms of the Texas guard, it has
been charged were due to the fact
that officers making them did not
take into consideration the handi-
caps of national guard service, and
expected the guard to be up to
regular army standards of effi-
ciency.
68 Per Cent Organised.
National guard organizations are
now in existence in 47 states, Gen.
Rickards said. Ohio is 98 per cent
organised, the highest of any state.
New York and Pennsylvania are
the only states whose national
guard is federally recognised. The
36th division, Texas, is 68 per cent
organized. General Rickards said
that he hoped that it would be
possible in the very near future to
recognise five more infantry
divisions and two cavalry divisions.
In addition to its infantry div-
ision, Texas is also furnishing the
112th cavary in the 23rd cavalry
division.
For the 36th division, Texas, no
official figures later than June 30
are contained in the report. These
show the enlistments to be under
6,000.

the Southern Pacific hospital at
Houston.
Mr. Smith lived in Atstin seven
years before he was sent to Humble,
and his family has remained here
since that time. They have lived
the entire time at 1402 Canterbury.
Son Traces Father.
Irvin J. Smith, the aon, began an
immediate search for his father
Thursday. The young man is a
cyclist who is engaged on a bicycle
tour of the world. He was in Hous-
ton. it was stated, and traced his
father through information from
towns near Houston to Hockley,
where the father was found Friday
afternoon and was given medical
care.
Mr. Smith will probably be
brought to his home within a few
days. It is expected. Just as soon
as his condition would permit his
being moved, it was stated.
The message received at 7 o’clock
last night by Smith’s wife relieved
to some extent her anxiety over his
fate, following hi disappearance
early Thursday morning. Last night
members of Smith's family and sev-
eral neighbors were gathered in the
little Canterbury street home,
plunged Into depths of grief and
misery over effects of the calamity
at Humble.
