cil went on record against disposal
of a block high bid basis declar-

During today's study conference
held in the office of City Mgr. Ar-
chie N. Walker, several disposal
routes were outlined. They includ-
ed:
1. Negotiation with the city on
an appraised market value of the
tracts as determined by an inde-
pendent appraisal. This would be
an outright cash purchase. City
councilmen indicated this proced-
ure was not possible in view of the
municipal fiscal position.
2. Purchase of one tract encom-
passing 66 buildings containing
some 130 apartments by the Or-
•nge Housing Authority for renova-
tion as low-rent housing for Negro
