George Harvey isn’t much of an ambassador. A great many of
his fellow citizens knew that before he made his Pilgrim dinner speech.
A great many others found it out on reading that speech. He would .
have done better for himself and for President Harding by staying at
home and, if he could not keep out of public office, taking some post
at Washington. But Air. Harvey is not exactly a shrinking violet.
He wished to hold the most important place in our diplomatic service,
and President Harding felt under obligations to him. So Harvey got
the place—as Mr. Bryan eight years earlier had gotten a place for
which he was eminently unqualified. Sooner or later Mr. Harding will
have to get rid of Mr. Harvey, as Mr. Wilson had to get rid of Mr.
Bryan.
Harvey has beaten Mr. Bgyan’s record in beginning his blundering
early. Hardly settled in his London lodgings, he has been denounced
already by a number Of American Legion posts, numerous ministers
and public speakers and Republican as well as Democratic writers.
Yet it is probably true, as the new ambasador is said to have informed
Mr. Harding, that the speech which has aroused so much criticism was
Intended to be "helpful” to the new administratiom. Its great purpose
seems to have been an assurance that Mr. Harding's "America first"
policy must be taken seriously. But Mr. Harvey did not choose his
words well. He gave way to his dislike for former President Wilson
and undoubtedly was influenced also by emotions akin to "stage
fright.” Like the amateur diplomat be ia, he said several things on
the spur of the moment that he would not have written for publication.
His is another case of the inexperienced man placed in a position where
experience or, at last, training is indispensible to success History snd
literature abound with illustrations of the misfortunes which men so
circumstanced may suffer and inflict. Yet it is hard to persuade shoe-
makers to stick to their lasts
