- From Sept. 1 to 7, the
Elgin Cotton Oil Mill
recorded a high of 970 on
Sept. 2 and 4 and a low of
710 on Sept. 7. The rainfall

ness district is in the fu-
ture for Elgin.
City Council members
approved the Sustain-
able Places Zoning
Overlay last Tuesday
after a public hearing
on an 8-1 vote. Voting
against the ordinance
was Juan Gonzalez.
Planning and Develop-
ment Department Di-
rector Gary Cooke said,
“The Zoning Overlay
will allow the highest
and best use for build-
ings in the business dis-
trict downtown. This
gives people downtown
a huge amount of re-
sources.”
The overlay allows for
building use only, giv-
ing owners and tenants
more freedom of choice
in two different zones.
Zone 1 allows use of
the bottom story of
buildings along Main
Street from Second
Street to Depot Avenue,
plus some buildings
along Central Avenue,
to have residential
quarters in the back 50
percent of the building.
Previous zoning did
not allow any residen-
tial use of downtown
buildings’ bottom story.
Zone 2 allows residen-
tial and/or commercial
use for the bottom story
of 100 percent of the
buildings.
Zone 2 is roughly in an
area bound by Lexing-
ton Boulevard on the
farthest part north,
