The Elgin City Council
approved a rezoning ordi-
nance to create a planned
development district for a
proposed assisting living
facility near downtown
during their meeting last
month on December 7.
The rezoning into a
planned development dis-
trict would allow for the
proposed assisted living fa-
cility, called Nana’s House,
on a 1.238-acre piece of
property partially owned by
the city at the southeast cor-
ner of Avenue A and Central
Avenue.
Maximizing the use of the
property would require the
city to convey its portion of
the property to the devel-
oper. However, in order to
let the city widen Central
Avenue, the owner will
have to convey part of the
property back to the city.
This conveyance is a key
part of this specific planned
development district agree-
ment.
The empty property to be
conveyed has an estimated
value of about $13,000,
generating little property
taxes to the city or school
district. The assisted living
facility is projected to gener-
ate about $30,000 a year in
property taxes for the city
and school district, will cre-
ate eight to 12 new jobs that
will pay $16 to $20 per hour
with benefits, and will pro-
vide a needed service to the
city, city manager Thomas
Mattis said. The project will
also reconstruct the alley at
the back of the property.
