The Galveston County Health
District has filed three charges
against the manager of a Texas
City restaurant in connection
with the outbreak of typhoid fe-
ver in the county.
The charges, filed in county
court Friday, name Lorna
Scruggs, manager of the Mon-
terey House restaurant in Texas
City. They were filed through
the criminal district attorney’s
office and were signed by
Carrol McClain, chief sani-
tarian for the district.
The charges allege salmon-
ella typhi (typhoid) was allowed
to adulterate certain vegetables
in the cafe. Each charge carries
a maximum fine of 31,000 upon
conviction, McClain said.
Eleven cases of typhoid have
been confirmed and six other
are suspected in the county,
health district officials said.
They said all involved persons
had eaten at the restaurant be-
tween Oct. 2 and Oct. 16.
A total of 18 cases, 12 con-
firmed, have been reported in
both Galveston County and
Harris County. Two cases, both
confirmed, involve Harris
County residents but authorities
said one of them, a child, con-
tracted the disease in Mexico.

Galveston County Health De-
partment director, said there is
no indication any other restau-
rant in the Monterey House
chain or any other restaurant in
the area were involved in the
outbreak of the illness.
As many as 5,000 persons may
have eaten at the restaurant
between Oct. 2 and Oct. 16,
Kemmerer said but “certainly
not all those persons were ex-
posed." He said the risk factor
“is very, very low."
He said only one employe of
the restaurant during the period
has been found to have a
positive reaction to the typhoid
tests given during the last eight
days to the cafe’s 16 employes.
