Newport R. 1 Sept. It. — The
scouting airplanes of the Atlantic
naval fleet which took so large a
part Saturday in the opening of the
I’oston air port have flown within
a total of 20G.525 miles without the
loss of a single life.
This represents a total flying time
of 2735 hours.
The record is all the more remark-
able in view of tin' fact that the

Naval officers say that while the
disaster to seven destniyers on the
Pacific coast may not be attributable
to the fact it is nevertheless true
that the navy is nuder-manned and
has been going on “too short rations”
in personnel ever since the reorgani-
zation which followed the war.
Congressional support has been cut
away from the navy in the wave of
(♦onomy in military expenditures.
The navy today is something like
' 34.000 men short of the necessary
personmd to man the fleet awarded
io the United States under the
treaties of the Washington arms con-
ference.
The heads of the navy have shown
that 120000 men are needed for this
purpose.

Whatever may be the expert opinion
as to the future of the capital battle-
> ship or cruiser it is admitted in all
quarters that aviation is to be a con-

trolling factor in all naval battles and
operations of the future.
The Washington conference set no
limit on aircraft construction.
Great Britifln has gone into the
field on a very heavy-scale.
Meantime the after-war expendi-
tures for aviation in the Amefican
navy have been cut from
a year to $13000000.
With these limitnl funds permit-
ting of but little new cnuipniect of
any sort the navy has gone ahead to
win an enviable record despite its
htindieap.
The record of no deaths in so ninny
miles of flying in all sorts of weather
and umier simulated battle conditions
Ims been due. in the opinion of Capt.
W. I{. Gheratdi. commander of the
scouting fleet to the careful training
of Ihe pilots and to the proper main-
tenance of equipment.
Navy planes are not given to stunt
flying.
They are not "gypsies.”
The young naval aviators always
have serious work ahead of them and
go about it in a serious way.
Captain Gherardi was naval at-'
lache at the American embassy in
Berlin during Ambassador Gerard's
"four years in Germany.”

made up of twelve scouting planes
and twelve torpedo planes.
The “scouts” carry immense bombs
as well as four machine guns for
fighting off hostile aircraft.
The torpedo planes are equipped
for launching torpedoes directly at an
oncoming ship lire projectile continu-
ing straight on its course after strik-
ing the water.
Despite Ihe limited number of
planes available for the work the
"scouts" of the Atlantic -fleet had SOO
miles of the Pacific coast under con-
stant observation during their south-
ern "cruise" early this year.
What the work of these "eyes”
means to n battleship fleet can easily
be imagined.
This “southern cruise" was in many
respects remarkable.
The planes hopped off at Philadel-
phia. toured all the West Indies eu-
gaged in maneuvers and limited tar-
get practice with some of the battle-
ships. proceeded to Colon ami across
the Isthmus to the Pacific and to pri-
miiive ports in Costa Kica.
The total flying time of all 'he
• planes was 2715 hours and the total
distance l<t2.!*o! riile-.
This is s'(x and a half times around
the world.
The average flying time of one
plane was 150 hours and the aver-
