for coming activity in the way of in-
creased space and office facilities and
a removal of headquarters from the
Hermann building to the eighth and
ninth floors of the Chronicle building.
The steamships Collingsworth for Ge-
noa and Naples; Saccarappa for Brem-
en and Hamburg and City of Fairbury
for Havre, Antwerp and Ghent, are
scheduled to arrive the latter part of
July, while the bulk of early cotton
shipping will fall on the Saucon and
Gaffney, expected the middle of August,
according to R. C. Lunsford, in charge

Three Mexican ports have been
thrown open for free trade by a proc-
lamation issued by President Obregon
which has reached the office of Bazilio
Bulnes, Mexican consul at Galveston.
The three free ports designated by the
chief executive are Guaymas, Salina
Cruz and Puerto Mexico. These ports
are now open to both imports and ex-
ports. which may pass through them
without duties of any nature.
This step on the part of the Mexican
president, according to Mr. Bulnes, was
taken to stimulate foreign trade in
these ports. The project had been un-
der -consideration for some weeks.
Guaymas, the largest of the free
ports. Is about 25,000 population, and
is located in Sonora. Salina Cruz is
the western termi-nus of the Tehuante-

The vessel registers 3,102 net tons
and 5,114 gross tons. A fee of $100 was
paid with the official change of name.
This is in accordance with rulings
which provide that this amount be
charged for vessels of 5,000 gross tons

After a momentary decline of 7
points the cotton market Wednesday
shot up '33 points most of which gain
was .lost in the final hour, the close
showing a decline of 2 points in July
and a gain of 5 in October. The govern-
ment’s semi-monthly review indicated
conditions in the western belt as gen-
erally favorable excepting the droughty
conditions of young cotton in Texas
and insect damage in the Southern part
of the state. .
The weekly weather report noted
general progress but complained of dry
conditions in Georgia, and the Carolinas
and Weevil damage in Alabama and
Mississippi.

ed in the potato markets as city sup-
plies mounted higher and prices de-
clined sharply during the week, accord-
ing to the weekly review of the bureau
of economics, of the department of ag-
riculture. Cantaloupe and watermelon
values held at relatively high levels
and light receipts of tomatoes brought '
good prices. Compared with this time
last year car lot shipments of potatoes
watermelons and cantaloupes are one-
third to two-thirds less.
The aggregate daily shipment of a
dozen fruits and vegetables is still
800 cars below last'July's shipments.
With the starting of Elbertas, the
Georgia peach season is now at its
height, more than 200 cars a day roll-
ing from that section. Although 2,000
cars below last season’s total to date
the movement may be expected to catch
up rapidly and probably will exceed
shipments of 1922 in Georgia. The move-
ment still lags in North Carolina but
a large crop is expected in New York
and New Jersey.

ginia and Norfolk potatoes the first
week of July resulted in accumulations
in several markets, especially New

London, July 18.— (By the Associat-1
ed Press).—Expectations that the un-
official dock strike which besan in
Hull July 2 would end when it was,
called off formally in London Jul 11
have been unfulfilled and within the.
last 24 hours the situation has grown
worse.
The strikers continue to ignore the
leaders of their union and are intimi-
dating many of the older men who are
reported to be eager to return to work,
but who fear violence from the young-
er strikers. The dock workers, as well
as transport workers in other brane es
who are co-operating with them, have
caused some rioting, which though not
on a big scale, has been enough to
compel interference by the police.

ization act of Mar. 4, 1923, which gives
the secretary of the treasury
greater latitude in f ixing
compensation of department employees
in the customs service, Sam T. Zinn,
special deputy collector of customs
here, has been named assistant col-
lector of customs.
Recommendations recently made by
Collector Robert W. Humphrey's, have
been a-pproved by the secretary of the
treasury. This is the only office in the
district affected by the terms of the
act. Similar changes in the designation
of special deputy collectors have been
made in other districts.

weather in the eastern belt put the
price' of cotton higher today and in
the first hour of the session the trad-,
ing months gained 25 to 39 points, Oc-
tober rising to 23.23. The cloudy and
wet weather east of the Mississippi

New York, July 18.—The cotton mar-
ket opened steady at unchanged prices
to a decline of 10 points under scat-
tered selling inspired by relatively easy
cables and expectations that the week-
ly report of the weather bureau would '
make a favorable showing except for
droughty sections in the southwest.
Offerings were light, however, and the
market soon firmed up on the failure |
of the weather map to show anything
more important than a trace of rain at
Dallas, reports of a better tone in the
stock market and the firmew ruling of
foreign exchange. New Orleans was a
good buyer, here on the rally which
carried October up to 23.89 or 21 points
net higher. July remained relatively j
quiet but held steady in the absence
of notices.
The early advance was checked
.around 23.93 for October, owing to a
favorable view of the weekly weather
report and .realizing. There was also
a flurry of July liquidation which sent
the prices off to 26.40 or about. 23
points net lower, but after reactions
