The tests is divided into two
parts: English Language Arts and

administered at the Mercedes High
School cafeteria on October 28-29,

AN ORDINANCE PROVIDING
FOR THE EXECUTION OF TWO
PROMISSORY NOTES BY THE
CITY OF MERCEDES, TEXAS,
PAYABLE TO THE ORDER OF
THE MERCEDES NATIONAL
BANK; PROVIDING FOR PAY-
MENT OF SAID NOTES;
AUTHORIZING THE MAYOR ON
BEHALF OF THE CITY TO SIGN
SAID PROMISSORY NOTES; PRO-
VIDING FOR EMERGENCY
ADOPTION; PROVIDING FOR AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE
CITY COMMISSION OF THE CITY
OF MERCEDES, TEXAS:
SECTION 1: That City of
Mercedes, Texas, borrow from the
Mercedes National Bank, the sums
of $96,486.56, and $325,420.02
payable to the order of Mercedes
National Bank, and pay the
principal and interest thereon in
accordance with the terms of the
Depository Agreement between the
City of Mercedes, Texas and
Mercedes National Bank, a copy of
which is attached hereto and by
reference is hereby included and
made a part hereof.
SECTION 2: That the Mayor and
the Mayor Pro-Tern are each hereby
authorized to execute on behalf of
the City of Mercedes, Texas, said
promissory notes and to do all
things necessary to carry the
Ordinance and the Notes into effect.
SECTION 3: That said loans,
both principal and interest, shall be
paid from general fund revenues of
the City of Mercedes, Texas, and
that so long as any balance either of
principal or of interest, remains
unpaid on said indebtedness, there
shall be an annual collection by
taxation of a sum sufficient to pay
interest on said indebtedness and a
sinking fund is hereby provided as
is required by the Constitution of
the State of Texas, by Texas State
Statutes and by the City Charter of
the City of Mercedes.
SECTION 4: That if any section,
subsection, phrase, sentence, danse
of provision of this ordinance shall
be declared invalid for any reason,
such invalidity shall not affect the
remaining provisions of this
Ordinance or their applications to
other persons or sets of circum-
stances, and, to this end all
provisions of this Ordinance are
declared to be severable; and
Ordinances or parts of Ordinances
in conflict herewith are hereby
repealed.
SECTION 5: That the City
Commission of the City of
Mercedes, Texas, hereby find that
there is an emergency existing and
that this Ordinance directly relates
to the immediate preservation of
public peace, health and safety.
Therefore, the City Charter require-
ments that an Ordinance be read on
two separate days as well as the
Rule requiring that an Ordinance
become and be effective ten [10]
Mercedes National Bank with both
Jesse Valderas and Obie Valdivia
scoring twice. Isaac Villarreal added
a fifth touchdown.
In division II:
Amado’s Boot Company team
prevailed over Bill Bunton Auto,
35-26. Scoring for Amado’s were
Albert Garza, two TDs, and O.J.
Trevino, Gabby Trevino and Bryan
Torres, one touchdown apiece. A
good performance was turned in for
the Bill Bunton squad by Senovio
Ramirez, who scored three TDs.
Aida’s Boutique slipped by
Hidalgo County Bank, 34 to 28.
Isaac Milerles scored twice, while
Rudy Garcia, Raul Morales and Don
Smith added one TD each.
In division III:
Vicente Cuellar led the Serg’s
Fried Chicken team to a 25 to 13
win over Mercedes Automotive. He
had two touchdowns, while Eusebio
Mireles and Eddie Martinez each
added single scores.
R&R Plumbing’s team handed
the Mercedes Knights of Columbus
squad a 35-14 defeat, with scoring
shared by Rollie Ramirez, Benny
Gonzalez, Michael Garcia, Timothy
Mejia and Julio Fonseca.

trash or rubbish receptacles;
prohibiting junking or carrying off
the premises of the transfer station

to read as follows: Section 15:
There shall be charged, assessed ,
and collected from each person,
firm or corporation, organization
within the city limits, the following
monthly service charges for
garbage, refuse, trash and rubbish
collection and disposal will be made
as follows:
RESIDENTIAL
All permanent living units
[Home, Trailer Homes, Apartments,
etc.]; Street or alley or central
complex pick-up service - Rate
$8.00 per month per unit.
COMMERCIAL
Class I. A Business using
dumpster boxes will be charged on
a monthly basis for daily pickup at
the rate of $50.00 per box per
month. A business sharing a
dumpster box with one other
business shall pay $25.00 each.
Three businesses sharing a single
dumpster box will be charged
$17.00 each, and so on.
Class II. A minimum monthly
charge of $17.00 shall be paid by all
businesses with a minimum of two
twenty gallon garbage cans. An
additional $9.00 monthly charge
shall be assessed for each
additional 20 gallon garbage can in
excess of the minimum.
SECTION 2: That all ordinances,
or parts of ordinances in conflict
herewith, are hereby repealed. That
if any portion, section, subsection,
phrase, sentence or clause of this
ordinance shall for any reason be
held invalid, such invalidity shall
not affect the remaining provisions
of this ordinance, or their
application of other persons or sets
of circumstances, and, to this end
all provisions of this ordinance are
declared to be severable.
SECTION 3: This ordinance

publication as required by law and
