Federal agency needs overhaul
Sen. Kay Bailey Hutchison (R.-Tex.) thinks the Occupational
Safety and Health Administration (OSHA) needs an overhaul.
Anyone who has experienced the distinct pleasure of dealing
with the federal watchdog agency would likely agree.
Hutchison cites the saying “No good deed goes unpun-
ished,” and adds that Competition Roofing in Houston must

The Texas firm was fined by OSHA 23 times in 1994 or a
grand total of $13,000. What were the violations?
A cut in the insulation of an extension cord that was no
longer being used (three violations); a bent rung on the bottom
of a ladder (four violations); and a splintered handle on a bro-
ken shovel discarded in the back of a pickup truck ($400).
The Senator said, “OSHA is a prime example of the need for
fundamental reform of our federal regulatory system. As
much as any government agency, OSHA has come to symbol-
ize what is wrong with the process.”
We agree with Hutchison that the goal of reducing occupa-
tional hazards causing injury and illness is a worthy one. We
also agree with her opinion that, in practice, OSHA’s aggres-
sive and often confrontational methods are questionable.
Hutchison has introduced a bill to reform the agency aimed
at increasing common-sense tests for federal involvement and
encouraging cooperation rather than confrontation.
The Senator is right when she says current OSHA methods
play “gotcha” with employers which lowers productivity and
hampers the economy.
Certainly, we need more efforts to reduce making it difficult
to be in business in the Lone Star State, and fewer agencies
that issue fines for things like those imposed on Competition

Eddie sent me a couple of
poems the other day.
Eddie is a writer — among
other things. He can write a
poem, write a story, write a
song, sing a song, play a piano,
cook in a restaurant and
preach a sermon. I’ve seen him
do all these things. In the same
week.
Eddie Burke walked into my
newspaper office in East Texas
— probably fifteen years ago.
I remember it was a cold and
rainy day. I needed a sports
writer.
Eddie was — I hope he’ll for-

old man when I met him. At
least he seemed old to me.
Maybe it was the wet, cold
weather. Maybe it was Eddie’s
circumstances in life at the

stature. Whatever it was, here
he was, seemingly old enough
to be looking at retirement yet
looking for an entry level job.
“Can you write?” I asked him

kind of experience do you
have?”
He had written sports for the
Beaumont Enterprise. Never
mind that it was 20 years ago,
I needed someone, and he
wanted to work.
Eddie wrote. He wrote pages
and pages. And that was just
last night’s basketball game
story.
“Eddie,” I said. “That’s ten
times more copy than we
need.”
When Eddie went after some-
thing, he went after it with a
vengeance. He wrote about the
basketball game, he wrote
about the coaches, he wrote
about the players, he wrote
about the Fellowship of
Christian Athletes at the high
school, he wrote about the

Now, if you look in just about
any large city newspaper, you’ll

als.” I’ll spare you the details of
all the various combinations

section, and we will focus our

In the not-too-distant past,
we used to start relationships
with members of the opposite
sex by a technique called “dat-
ing.” I don’t think it ever
occurred to me to place a “date

paper. I’m not sure I would
have wanted to, even if they
had existed.
You need to keep your sense
of humor when you read these
