this, de la Garza relates, an
incident wherein a student
wanted to see the chief and
learned he was in class instead of
his office. The conclusion this
writer draws is theat EB is trying
to imply that Petzold is not
standing by his offer to maintain
open communications. If de la
Garza wanted to comment on
the chiefs being both a student
and an officer, why did he toss in
a seemingly unrelated quote?
"Classes aren't the only things
that take me out of the office,"
Petzold explained, "I have to
make patrols, check on the
complaints and answer other
calls. I still want to maintain
free-flowing communications.”
The Prospector then
questioned Petzold in regard to
his class load. He explained that

W.G. Jones, Petzold's
predecessor, was in office. Now
records are kept on all cases in a
cross-index file.
The second question de la
Garza posed was "Is the quality
of the force improved?" Again
there was no answer in the
article. When asked to comment,
Petzold told the Prospector, "It
has to be by the formal training
the guys recieve and the
experience they've gained."
The EB article also asked if
the force was professional, but as
before, gave no answer. Petzold
answered this way, "The pay
here is not equal to regular police
department, until it is, we can’t
hope to attract true
professionals."
Finally, the article asks, "Is
the force free of 'bugs'?" Petzold
laughed when the Prospector
asked him to respond to this
question and said, "No, it isn't.
Show me a man who says his
department is and I'll show you a
liar.'
Next the article questions
Chief Petzold's qualifications for
the job and his knowledge of
law, outside of that applying to
public safety.
Concerning his qualifications
Petzold said, "When I applied, I
really felt that parking and
traffic were the main problems
here, on this basis I did feel I was
qualified. And you have to
remember, Dr. Joseph Ray, then
president of the school, picked
me for the position, I didn't just
decide to take over. The fact that
I had no supervisory experience
is also true, but I feel it is the job
of the supervisor to gather
around him men with the
necessary talents; for example,
the departments investigators."
The article then has El Burro
interviewing the chief to
illustrate his "knowledge" of
Supreme Court rulings. In the
interview de la Garza asked the
chief if he was aware of a ruling
"that if a person is detained and
is not free to leave at will, that
he must be read his rights."
Petzold replied, "By golly, you
know, I think you're right."
Actually, the question posed
was incorrect, for the directions
on the card say, "Warning to be
given before taking oral or
written statements." Detention is
not mentioned, and it is not
necessary that a person be read
his rights if he is detained but
not questioned.
EB then dwells on two
resignations in the department,
for just what reason it is hard to
understand.
A quote from Petzold is used
to open the next section of the
article, a quote expressing the
chief's desire to maintain an
open exchange between himself
and students. Immediately after

As to why he is taking classes,
it is stated in the regulations that

Chief, a person must have at least

state that a person has two years
in which to get the needed hours.
This is a new regulation and at
the time El Burro talked with
Petzold, another rule, requiring a
B.A. degree was pending and
passage seemed imminent, but
was not forthcoming.
El Burro stated that the chief
had just put in for a raise. "What
the article failed to mention was
that I put in for raises for all the
men on the force," said Petzold.
In concluding his article, de la
Garza pointed to the increase of
the student population and to
the problems facing the campus
community.
The problems
mentioned —drugs, assualts,
thefts—are not new to this
campus, as is implied in the
article, what is new is that there
are investigators working on
these problems.
"Changes are needed," says
EB. On the basis of what the
magazine reported, it seems there
have been no changes, except for
a new chief badge, since 1967.
But when the facts are filled in
on the article, it is more evident
the campus police are trying.
Petzold concluded, "Sure, we
still have our problems, but we're
open to constructive criticism
from any source. We have
changed and will continue to, to
better serve the campus
community."
