which now goes to the Governor for his
approal provides for classification sale
and lease of lands heretofore or hereaf-

provision of law that the purchaser pay
one-thirtieth of the purchase money on
land and that obligations he given for
Ihe balance of purchase money one-
thirtieth due at the end of every year
with lite per cent. Interest thereon
payable nnnually; and that the pur-
chaser have the option after seven
ears to pay the entire amount due for
land. It Is further provided as In the
old law that failure to pay the annual
Installments of principal shall not oper-
ate as n forfeiture until the thirty years
hae expired; and that upon proof of
actual occupation use and Improvement
of land for three consecutive years the
purchaser shall be permitted to pay nil
Ihe purchase money. It Is also pro-
vided Hint If the annual Interest bo paid
by the llrst day of August forfeiture
shall not prevail. Theregularpayments
are llxed as In the old law for Ihe llrst of
.lanunry. The failure to pay Interest by
Ihe llrst of August shall Ipso facto work
a forfeiture simple entry on account
kept ngnlnst the purchaser being all that
shall be necessary to establish such for-
feitures. As the law now stands for-
feitures are made on the first of March.
The hill therefore Is a relief bill ex-
tending the time for the payment of the
nnnual interest from the llrst of March
to the llrst ofAugust. The bill conse-
quently to make It ellectlto passes with
the emergency clause.-' t

should by all means be nttached to your

and agreed that In caso of loss or dam-
age under nny policy of Insurance llio

business men of Galveston against Mr.
Houston's bill will show the drift of pub-
llo opinion regarding It generally. "To
the Legislature of the State of Texas:

property holders of Galveston believe
that the passage of the bill now before
the State Senate and known as the
Houston Insurance bill would have the
elfrct to drive nil reputable Insurance
companies out of the State to the great
detriment of our business and ought
nut become a law because 1. It Ignores
Ihe fact that the policy of Insurance lsn
contract of Indemnity and not n gam-
bling contract. 2. It violates the right
of private contract and seeks to Impose
Impossible and arbitrary conditions. II.
It oilers a direct bribe to Incendiarism
and fraud by creating n liability where
none exists. I. It requires of the In-
surer under penalties an Impossibility
In wll: To prove the value of stocks In
the hands of the Insured. '. It denies
tho validity of the written representa-
tions or the assured on which the con-
tract Is based. (I. It denies the right or
limitation of liability on the mutual
agreement of the parlies. For these and
other reasons or minor force we respect-
fully protest against the enactment of
the proposed act."

prospect for San Antonio for the future

itor arrived at that conclusion It Is at
this distance a Utile dllllcult to deter-
mine but at any rale he sajs so and
possibly we ought to accept the state-
ment and make the best or tho situation.
There are persons lu every community
who know more about the atlulrs and
business or their neighbors than they
do or themselves and the Examiner
seems to be one or the few papers In
the Hlato that profess to know more
about San Antonio than the people who
make up the sum and substance of Its
every day all'alrs. "Where Ignorance Is
bliss It always Old seem folly to be
wise" and this saying Is very pointedly
illustrated In the Item quoted uboe.
No one here seems to be nwure or the
dark and dismal future which Is In store
according to the Examiner. In fact the
people have been congratulating them-
selves upon nu approaching era or Hush
limes. The amendments to the City
Charter have passed the Senate at Austin
and no doubt will pass the House and
according to Its provisions the City
Council will have power to go abend
and make many needed Improvements
which will benellt the city Individually
and collectively Tho Aransns road Is
In a fair wuy of being pushed forward
and besides all this the business of the
city Is In no actual prostrate condition
as evidenced by the very few failures
which have occurred In Dm mist vear.
The Examiner lsn very good paper and
it is zealous in Its advocacy or Waco
but when that Is said nil is said. It has
j no grounds for making such wholesale
i statements about the future of San An-
1 tonlo until It Is In a better position to
speak with more fairness and jnorolriilh.
