it added a major provision to
increase the National Labor Rela-
tions Board from five to seven
members, and to require the
board to take jurisdiction in all
labor disputes.
The board now refuses to han-
dle some cases, usually very small
ones, and the states are forbidden
to act on them.
The bill also would require both
employers and unions to report
their financial dealings, establish
union election safeguards, forbid
union officials from business deal-
ings with employers, and deny un-
ion office to anyone convicted of
a crime
The committee approved the bill
after rejecting half a dozen sub-
stitute proposals offered by both
Democrats and Republicans.
These ranged from the original
bill by Sen. John F. Kennedy
D-Mass aefore it was revised
and passed by the Senate, to the
original Eisenhower administra-
tion bill.
On the final vote, six Republi-
cans and 10 Democrats voted to
approve the committee draft Four
Republicans and 10 Democrats
voted against it.
Republicans voting for the bill
made it clear they did so only
to get a bill to the floor where
they could try to toughen its con-
trol features.

for this bill will vote for it unless
