Bobby Leo Graham, age 70
years, entered Heaven on March
8, 2007. He was born on May 27,
1936 to parents Leo Edward
Graham and Elsie Leen Graham
of Boerne. Bobby grew up in
Boerne and after high school,
served in the USMCR and the

Wilson is chairman-elect of the
Greater Boerne Chamber of
Commerce, a board member of
the Kendall County Economic
Development Corporation, served
on the Boerne Master Plan
Committee and has a long-stand-
ing acquaintance with the senator.
“In my mind Esperanza has met
all of the criteria of the master plan
and more,” Wilson said. “I think it
would be a shame to pass up a
quality project like this.”
The senator noted that the
WCID bill will go to a senate
committee for hearings and public
comments and his introduction of
the bill is no assurance it will ulti-
mately be approved.
Wentworth also pointed out that,
even if the WCID bill does pass
the Legislature, the city of Boerne
must still pass a resolution con-
senting to the creation of the dis-
trict for it to become operational.
But Wentworth left no doubt that
he has reviewed the Esperanza
development itself and that his
opinions about the development
were a factor in his decision to
sponsor the bill. “I don’t live in
Kendall County,” Wentworth said.
“I depend on local elected officials
for input on bills like this. If the
city and the county had been
opposed I wouldn’t have intro-
duced this bill. When there’s a
split I have to look at the proposal
and make a judgment, and 1 did,
and I think it’s a good proposal
and so did the city and so did the
county judge.”
State Rep. Nathan Macias (R-
Bulverde) took a more cautious
approach than Wentworth, refus-
ing to say if he would support the
WCID bill in the House.
Schroeder acknowledged he had
talked to Wentworth about the
WCID bill and urged the senator
to introduce the legislation.
“I’m for the Esperanza develop-
ment,” Schroeder said. “I think it’s
a model development and some-
thing we ought to support.”
Esperanza is in Commissioner
Precinct 2, represented by Gene
Miertschin who has made it clear
he does not support the creation of
WCID #2 by die legislature.
“I’m disappointed,” Miertschin
said of Wentworth’s introduction
of the bill. “But I’m not mad.”
One thing that Schroeder and '
Miertschin do seem to agree on is
that that the Commissioners Court >
should have taken definite action '
in regard to the creation of the
WCID, rather than allowing a^
motion to die for lack of a second.
“I acknowledge that was a mis-
take,” Miertschin said, indicating .
that he wishes that he had made a
motion opposing the WCID.
“I felt like the court’s not making
a clear statement put us in a bad
light,” Schroeder said. “The sena-
tor asked us for our input and we
didn’t give him any.”

and preserve the beauty and cul-
ture of the Hill Country."
Miertschin appeared taken aback
by the tone of the news release,
and the intense reaction his pro-
posal to give the county more
authority to regulate land use has
generated. Macias press release
was read to him over the phone
while he was at his home Saturday
evening.
“It’s not ‘my’ bill,” Miertschin
said, noting that the commission-
ers court had voted 5-0 to seek the
draft legislation in the legislature.
“Why bad mouth me?”
Miertschin asked. “I’m not any
more interested in taking away
people’s property rights than any-
one else around here.”
“The problem is people won’t
read it,” Miertschin said of his draft
legislation. “If they would read it
they would see that it’s all about
having some controls over how we
grow and it affects new subdivi-
sions coming in and it doesn’t take
away anybody’s property rights.”
Apparently, Macias doesn’t
agree.“The Miertschin proposal
also controlled the location, num-
bers, height, and size of buildings
and structures,” Macias’ press
release continues. “Many Kendall
County residents were very
uncomfortable with these controls
and their impact on the rights of
property owners. The legislation I
have introduced allows the county,
through its citizens, to manage
development of platted residential
subdivisions."
“There’s a strong lobby out there
I guess I’m not getting,”
Miertschin said, citing opposition
to his bill from real estate and
banking interests.
But by Sunday Miertschin had
regrouped, and fired back at
Macias with a point-by point
rebuttal of the state representative’s
press release.
In regard to Macias’ suggestions
that the county’s draft bill con-
tained provisions that would allow
zoning Miertschin wrote:
“Absolutely false, there was noth-
ing in the proposed legislation that
looked, smelled, walked or resem-
bled zoning - nothing!”
The Star was not able to reach
Macias for comment about his
news release prior to Monday’s
press deadline.

alone. He was a very likeable person with a good sense
of humor and he loved his daughter and other family
members. He will be missed by all who knew him.
He was preceded in death by his father, and his broth-
er, Wesley Walker. He is survived by his mother, Dolores

grandsons, Johnathen, age 11, and Logan, age 3; broth-

levels are dropping - I’m just
very concerned,” says Coffee.
“I’d like to see responsible
development and I’d like to do
my part to help maintain, to the
extent we can, the integrity of
our aquifer.”
The 14 lots are served by a
single road that is, essentially a
long cul-de-sac extending from
the IH-10 frontage road. John

Citizens Committee, noted
during the public hearing phase
of the meeting that the county
needed more through roads to
ease long-term congestion.
He noted that the Jungfrau
Hill property would be an ideal
place for a future road connect-
ing IH-10 and Waring Road.
In other matters the Court:

Grievance Committee.
• Authorized charging up to
$25 for copies of the County
Map Book.
• Agreed to notifiy healthcare
providers and pharmacies of
the maximum amounts the
County would pay for services
for the indigent and for jail
inmates.
• Proclaimed the week of
March 18 as National
Agriculture Week.
• Exempted Kendall Masonic
Lodge No. 897 from ad val-
orem taxes.
• Appointed Schroeder to the
board of directors of the Alamo
Area Housing Finance
Corporation.
• Authorized spending up to
$250 to purchase a recorder for
use in commissioners court
meetings.
• Approved overtime for an
emergency response call on
Feb. 21 to assist with a fire on
Thomas Road.
