Restaurant inspections going online

Current inspection ratings for the roughly
200 food establishments in Kendall County
and Fair Oaks Ranch will soon be available to
anyone with an Internet connection.
Kendall County commissioners voted 4-0
last week to authorize a $3,600 contract
with Garrison Enterprises to assist and train
county employees in posting food service
inspection reports on the county’s Web site.
Precinct 4 Commissioner Kenneth Rusch did
not attend the meeting.
Kendall County Health Inspector Brenda
Bell, who is also the contract health inspector
for Boerne and Fair Oaks Ranch, produces
a quarterly report containing the inspection
score of each establishment she inspects.
Those files are currently available to the
public in her office at the Kendall County
Courthouse but will be posted online before
year end.
In other matters, commissioners authorized
Kendall County Engineer Terry Anderson to
seek bids for a contractor to remodel the inte-
rior of a building on Fawn Valley Drive that
the county purchased in April for additional
office space.
The building, formerly a Dollar General
Store, is located across FM 474 from Boerne
High School. The mental health services
offices, currently on East Blanco Road
near the court house, and the offices of
the elections administrator, currently in the
courthouse, are expected to be moved to the
Fawn Valley building.
Commissioners decided to postpone action
on two requests for relief from platting
requirements that require separate lots to
have a minimum of 60 feet of frontage on a
public right-of-way.

In another matter decided Thursday, council mem-
bers unanimously backed recommendations from
Building Inspector James Earl to update the build-
ing and electrical codes and to require a two-step
inspection process for swimming pools to ensure
that a barrier fence is in place before any water is
allowed in the pool.
Earl said the current inspection process for swim-
ming pools allows windows of time where an
effective barrier fence may not be in place before
the pool is filled, creating the possibility that a child
could gain entry. He said requiring a second inspec-
tion will help to ensure a fence with locking gates is
installed before any water goes into the pool.
The city had been using the 2003 edition of the
International Building Code, and aldermen voted to
update to the 2009 version. The city has been using
the 2005 version of the National Electrical Code,
and that has been updated to the 2008 version.
One amendment to the building code was also
adopted at Earl’s recommendation. He suggested
that overflow lines from water heaters not be
allowed to be placed in the slab foundation of build-
ings because the lines can sometimes be damaged
or compromised during the construction process.
The developer, San Antonio Bitterblue Services,
Inc., will construct the sewer mains and pay the city
more than $206,000 as the phases of the subdivision
are platted.
Public Works Director Ron Emmons reported to
council members that it is possible that Stage 2
drought restrictions could be lifted by the middle
of next month.
The city uses three trigger mechanisms to deter-
mine both when to increase the drought restrictions
and when to decrease them. The triggers include
the amount of water produced from city wells, the
water level in a city test well and drought restric-
tions imposed by the Guadalupe-Blanco River
Authority, which is determined by the water level
in Canyon Lake.
As a result of rains in September and October,
Emmons said both the lake level and the well level
have increased above the Stage 2 trigger. However,
he said those levels must be maintained for at least
another three weeks before the Stage 2 restrictions
are lifted and the city returns to Stage 1.
In other matters council members:
• Approved the purchase of a new phone system
for $16,294.
• Authorized city staff to apply for grants for
energy efficiency and conservation.
• Approved the 2009 tax levy roll of $2.35
million.
• Met in closed session to discuss, but took no
action about, wastewater treatment plant issues.

The same Austin firm that
designed the proposed skate park
on Adler Road has been selected
to build the first phase of the new
facility.
Last week Boerne City Coun-
cil members unanimously backed
Parks and Recreation Director
Linda Cornelius’ recommendation
to select Spa Builders to construct
the first phase of the facility, a
modern plaza terrain design of
9,000 to 10,000 square feet at a
cost of $228,000. The park will be
built on land purchased by the city
across from Curington Elementary
School.
The facility design is based on
input from skateboarders who
studied various concepts at city-
sponsored workshop meetings.
The second phase will consist of
two bowl units.
“We are going to have an awe-
some skate park,” said Mayor Dan
Heckler.
In a workshop session before
the start of the regular meeting,
council members were briefed on
the progress of an automated meter
reading system.
Finance Director Sandra Mattick
said more than 700 of the auto-
mated devices have been installed
on electric, water and gas meters
in the southern portion of the city.
About 450 of those meters are
already being remotely read.
Mattick said the southern area of
the city was selected as the place
to start because the area presents
more challenges than the central
portion of the city where all three
utilities are provided by the city.
“Deployment in areas without
city electric service presents some
challenges,” Mattick said. “It will
get easier as we move to the center
