IS IT SETTLED AT LAST?
Yesterday’s dispatches tell of the
final passing of a substitute for the
Platt amendment that was adopted by
the Cuban convention and that the
substitute is the original amendment
accepted by the Congress of the Uni-
ted States and the only one that Cuba
has anything to do with. This news
comes hard on the heels of Washing-
ton dispatches to the effect that Sec-
retary Root and others of the cabinet
resent the manner in which the Cuban
delegates in this country abused the
confidence of Washington and made
representations on their return not
warranted by the facts as they trans-
pired. Perhaps the truth lies’ between
these extreme statements and that the
difference In view of the Cuban dele-
gates and the members of the United
States cabinet arises from the differ-
ence in their training and their ideas
of government. Those Cubans are
accustomed to dictatorship to unlim-
ited powers in the head of the govern-
ment and do not sense the limitations
that bound the acts of the President
of the United States and his advisors.
This would seem to be the real view
to be taken In the light of the prompt
acceptance of the Platt amendment as
It was originally passed by Congress
on the part of the Cuban convention
as soon as the real situation was made
clear to them. It must not be forgot-
ten that there are two opposing ele-
ments in that convention. and that
those who favor action in accord with
the necessities of the situation in the
light of the Paris treaty. are handi-
capped by a popular demand to reject
the whole supervision of the United
States. Better give the conservatives
in that convention the credit of good
intentions at least and try to find as
many points of agreement as possible.
The radicals in Cuba will find points of
disagreement sufficient and not half
try. The early assumption of gov-
ernment by Cuba herself is desired at
Washington for the sooner the exper-
iment is made the sooner will the dem-
onstration of the fitness or unfitness
of Cuba for self government be dem-
onstrated. What now concerns is
the secondary steps to be taken by
Cuba in the direction of her own gov-
ernment and in this thing the United
States has no voice. Cuba has ac-
cepted the supervision of the United
States in foreign matters to the ex-
tent of being guarded against foreign
innovation: and in domestic matters
to the extent of having her own inter-
nal tranquility assured. The frame-
work of election process is to be set
up and the election following will see
the elected officers of that new gov-
ernment In the saddle. Then the Unt
ted States troope will be recalled as
rapidly as the new administration of
affairs in the island shall deem it safe
and it is hoped that this will be in a
few months at most. There is at pres-
ent no hitch expected in this work
unless the Constitution itself should be
repudiated by the people in which
case the United States would hold the
fort until Cuba understood what was
what.
Promotion of political fortunes is the
steady diet of some of the leading Dem-
ocrats at present. Why?
There is so little chance for a Demo-
crat to succeed President McKinley that
the effort is discounted..
There are a heap of sagacious Demo-
crats who would rather try for the presi-
dency in 1908 .than in 1904.

fruit of -the tree of knowledge is no lon-
ger forbidden fruit.
The itch to live forever is fast dying
out of the minds of the race. Who
would want to be a Methusala.
Gorman and Hill will very likely di-
vide the empire of the Democracy in
t-hc east three years from now.

one man to be burdened with the cares
of -the American presidency.

is something that the British newspap-
ers cannot as yet find out.

in Philadelphia is a good thing but what
part has Santono in it?

ing. but there is room for enlargement
in many directions even now.
There is wealth-enough in Texas to
do something handsome for the State
University in unattempted channels.

thing in the United States ami it is not
a good thing if it is.

a thing as some farmers think. There
is a right way and a iwrong.
That jury that refused to convict for
playing golf on Sunday and recommend-
ed the abolition of such a puritanical
law understood the modern spirit and
temper and demand of the American
people all over.
When Mexico opens that port on the
Pacific to the commerce that streams
across the United States she will count
on much of the western trade that now
seek* the Atlantic seaboard. Build the
Isthmian canal.

the election laws in St. Louis at the
April election has resulted from the
trial of John Hardeline and the ac-
siised gets the penalty imposed by the
Nesbit law two years as the minimum
and life as the maximum. John was
given two years and that was hard
lines enough for him. This is only
one of the thousands of cases charged
with the same offense.

will lie an effort made on the reassem-
bling of Congress to secure the needed

There is a great satisfaction in a pa-
triotic American's mind as he. surveys
the situation and realizes to what ex-
tent this country ha-s made progress in
the past four years no matter if 'he is

From all that can be gleaned of the
condition of Valet Jones it is doubtful
if lie lives to throw any additional light
upon the matters connected with the
minder of Millionaire Rice. He is far
gone now.
Eight polar expeditions are now billed
to take the boards or is it the ice for
the purpose of finding where the north
pole pushes its slippery and invisible
length out of the glacial corral. They
ought to corral something.
It. will lie the close of the presilt week
at the earliest before the selected s’te
f<r the World’s fair at St. Louis will
be known. St. Louis will be dead in
luck if it is determined this month of
June.
The Americans in London are doing
good missionary work for the British
heathens teaching them the latest in
underground transit and other electric
appliances and instructing them how
they will be best prepared to overcome
the congestion of the metropolis and
make their surplus population more
comfortable in the suburbs. While do-
ing this the American missionaries
will see that they are paid for their
time and trouble. John Bull will find
his American cousins willing to teach
and collect toll.
St. Louis is reaching out success-
fully for Mexican trade and the pres-
ence in that city is noted of a Mon-
terey house stocking a department
store from the St. Louis wholesale
houses. That center of Mississippi
valley trade is well placed to command
a good trade with North Mexico and
can secure it by a proper effort. Liber-
al dealings strict integrity care in
meeting the wants of their patrons
will do it. The man who deals with
Mexico and keeps his trade must con-
sult the Mexican taste in order to do
it
When the fiscal year closes as it.
will in less than three weeks it will
be in order to sum up the totals of in:
dustrial increase for the year and es-
tablish the fact that it has been the
most prosperous year in the history
of the country. It is a great satisfac-
tion for Republiacns to note that the
first year of the second term of Pres-
ident. McKinley is no exception to the
glorious years of plenty that crowned
his first term of service as President
of the American Republic. There is
an outcome to the production and de-
velopment of the nation these years
as well as her military and naval
prestige that really leaves nothing to
be desired. Great is the house of
Uncle Sam In the compound of the na-
tions.
