WASHINGTON July $1. 0-
President Coolidge’s appointment of
H. A. Morgan as land office regis-
trar at Phoenix, Aris., announced
at the summer White House today
is expected to bring to an end a
controversy that at one time prom-
ised to call into question before the
supreme court the president’s pew.
er of appointive offices.
Last summer Lannes L. Ferrall
was given a recess appointment to
the Phoenix registership on the
recommendation of Senator Cam.
area and later hie nomination was
sent to the senate sad confirmed.
No commission of office ever was
sent him, however, and recently he
was asked by Secretary Work, with
the approval of President Coolldge,
to vacate the post. Instead he went
into the courts here in an effort to
compel the president to give him A
commission to the office for which
the senate had duly confirmed him.
The court proceedings were un-
successful, but Ferrall indicated he
would keep the office pending an
appeal. Morgan, like Ferrall, how-
ever, to understood to have the
backing of Senator Cameron and it
is the expectation that the appeal
will be dropped and Ferrell will
step out with the senator’s consent.
