All expenditures made from the above appropriations shall
be made in acordance with the general provisions set out in
the regular State Departmental Appropriation Act, to-wit:
Chapter 286, of the General Laws of the Forty-second Legislature.
SEC. 2. That the sums of One Thousand Eight Hundred
($1,800.00) Dollars to pay the salary of a "Maternity and Children's
Boarding Home Inspector" and the sums of One Thousand
Five Hundred ($1,500.00) Dollars to pay the traveling
expenses of such inspector, appropriated respectively for each
of the years beginning September 1. 1931 and September 1,
1932, to the State Department of Health for its Bureau of Child
Hygiene, in the regular departmental appropriation Act, to-wit:
Chapter 286, of the General laws of the Forty-second Legislature,
be, and said appropriated amounts are hereby transferred
from said Department of Health to the Division of Child Welfare
of the State Board of Control, and said sums shall be used
and considered as a part of the total amount of each year's appropriations
herein made to said Division of Child Welfare and
shall not be expended by the Department of Health, and the
Scate Comptroller is hereby authorized and directed to transfer
said funds acordingly.
SEC. 3. Should any part or parts of this Act be declared invalid
or unconstitutional, it is hereby declared to be the legislative
intent that the remaining portions will be effective without
said invalid parts.
SEC. 4. The fact that the Division of Child Welfare was recently
created and its administration placed in the State Board
of Control, by Chapter 194 of the General Laws of the Regular
Session of the Forty-second Legislature and no funds were
