fullv and gladly return. to our rightful allegiance,
in the creat,' magnanimous and ever just govern-
meat of the United States.
Resolved 2d. That in A. J. Hamilton, whoso de-
votion to constitutional libéjty made him an exile
from our State, and Who returns to us as our
rightful Governor, wo recognize the "right man in
the right place," whose genius and patriotism are
equal to auy emergency, and whose administra-
tion, we are confident, wiljl be marked by ability,
justice and generosity.
Resolved'¿cL That we tender to our Provisional
Governor. A. J. Hamilton, our active services and
hearty co-operation in the work of reconstruction
and preparation.of our State for admission to the
rights aqd privileges of the most favored States of
the American Union.
Resolved 4th. Thnt wo cheerfully acquiesce in
and will sustain the mensures proponed by the
Governor, for the restoration of law and order in
our State; and of the President of the United
States, for the restoration pf the Union.
Resolved 5th. That we greet with pleasure our
returning friends ai|d fellow-citizens, who were
driven into temporary exile, under the tyrant rule
of Secession, but now return under the protecting
folds of freedom's banner, to their homos and
families, with consciences void ot political offences
uud hearts filled with flattering hopes of the
future.

Public Meeting.
It a meeting hold ut Hempstead, Judge E. "Wal-
ler presiding the following resolutions were
adopted :
1. Resolved, That we all cordially co-operate
with his Excellency Governor Hamilton in the re-
storation of civil authority on the basis pf the
President's policy, and recommend such a con-
ventional action as may be necessary to harmon-
ize the organic aud statutory laws of the State of
Texas with the facts of her condition.
2. Claiming under the United"States Constitu-
tion, for the State jurisdiction in tho premises, the
favor on the part of the people and constituted
authorities a just and magnauimous policy towards
tho colored population; and tho enactment of such
laws as will fully protect their lights, life, person
und property, and elevate and improve tliem as a
cuss.
¡3. We will aid the civil and military authorities
in the execution of the laws and the protection of
the rights of the people.
4. That the people of Austin and all other coun
ties in the State be requested to qualify them-
selves as voters in tho manner designated'by Gov.
Hamilton, in order that civil government may bo
speedily restored; and we recommend meetings
bimilar to this be held in every county in the State,
in order to satisfy the Qovornor that tho people
aro m earnest in thfeir desire for the restoration of
civil government under the Constitution of the
United States.
5. That for the development of the resources of
of the State, we will welcome emigration from
other portions of the Union, and from Europe.

past bitterness, we will unitedly labor for harmony
among ourselves and the prosperity of the whole
•country. '
7. That his Excellency Governor Hamilton is
earnestly solicited to convene a convention for the
restoration of civil authority at the earliest prac-
ticable period.,.
#. That a copy of these resolutions be forwarded
to his Excellency Gov. Hamilton, and that the
Galveston, Houston, Austin and iieüville papers
•be request id to publish.

Refugees, nre returning to the vicinity of the
towns on the frontier; and committing outrages on
puaceablQ citizens, all inhabitants of this portion
'►f the State, aie hereby nptilied, that the strictest
means will bav taken to arrest and bring to speedy
and pevere pünishoiefnt any man, or s^t of men,
*'ho are identified as Engaged in those depreda-
tionv. No .plea will cover an offence of this char-
acter. The rights and property of all law-abidin
citizens will bo carefully protected by the Unite
States authorities ; and punishment that is merit
by thoso not well couduoteil, will be promptly a
ministered by the proper government officials.
