ceed to raise the revenue for the Soiith by
direct taxation, giving notice to^ foreign
Governments that Southern ports are open

free of dutjk and that the impolition of
duties by tire United 9tates Gov|/nment
is unlawful and unauthorized. The ques-
tion would, therefore, become a foreign
one, and England and France would be

and free trade with the Soutb. .
The postal facilities organized by Geor-
gia are intended, it is - stated, to give the
Southern States an independent service for
the transmission ^of exchange and valua-
ble commercial letters direct to Europe.
It-is believed that the first steamer will
arrive in Savannah from Europe by the
4th f March. Tbe steamers will fly the
EhgJisb or French flag.
The State of Arkansas is tbe only State
in the Union without a telegraph, and she
has not K-ioot of line within her border

Sbc. 19th. If any person shall, by un-
necessary loud and vociferous talking or
hallooing, disturb the peace or quiet of
any private family, he «hall pay a fine of
ot exceeding twenty five dollars.
Sec. 20tb. If any person shall uHnec
essarily ride or drive a horse, or other ani-
mal, through the public square or public
streets at an unusually rapid or dangerou*
gait, ha shall pay a fiae not exceeding
twenty-five dollars. '
Sac. 21. If any two or more persons
shall fight wifhin tbe corporation, tbey
each shall be fined not exceeding tweuty
five dollars.
Sue. 22d. Section second of laws here-
tofore passed, shall uot be construed to ex
elude J. T. Oakes from firing a gun or

ed to me before leaving Philadelphia, to
take a few bottles of your bitters along, as
a preventive against yellow fever, whieh is
now raging here and in New Orleans. I did
so, and used it freely on my ror.te home. J
was accompanied by several Texians, who
also took it as prescribed, none of us having
had the fever except myself. All pawed
through New Orleans >viihout being attacked
by the epidemic, and some of them whom I
have since met, attribute their escape in a
great monsuse to the use of your excellent
specific. From what I have heard from oth-
er sources, and my own experience,. I hav«;
no hesitation in saying T believe Loofianfl't

prevention of Aellow fever and many other
diseases peculiar to the Sonth, if taken in

Dr. C. M. Jackson, Dear Sir ; Vsailed from
this pórt in August last, in the barque Rein-
deer, of which I am master, with a crew of
ten men, bound to Havana. As I knew the
yellow fever was raving with great virulence
in that city, and had heard of the good ef-
fects of the Bitters in preventing the attacks
of that# terrible disease. I provided mysaif
with ¿ supply of it. Before reaching my
port, I commenced the administration of the
Bitters regularly to all on board. On reaeh*
ing Havana, I found a number of vessels in
the haybor, among the crews of whieh the
Fever was committing great ravages; on
board of three of them not a soul was left
alive—;the fever had carried all off. Nato*
rally great alarm prevailed. I am moat
happy to say that with the excepeion of one
of my crew, who deserted ia Havana, we
have all comE back safe and sound—-not t
of us having been attacked. I believe Hoof*
land's German Bitters to be an excellent
medicine, and am satisfied of its salutary
effects as a preventive of yellow fever, a« it
is a very unusual thine for a vessel with so
many persons on board to visit the island cf
Cuba in August or September, and return
withont the loss of at least a portion of her
