ÍTIIE Bureau of Conscription will cause to be
• delivered from proper officers of tbe Bureau to
tbe Cliief Commissary in every State, a report con-
ta'ning tbe names of all persons in tbe State, witb
the places of tbeir residence, wbo have obtained ex-
emptions or details as agriculturalists, owners, over-
seers, maungurs, farmer?., planters or otherwise, as
producers of grain and provisions under the fourth
paragraph of the tenth section of the military Act
of the 17th of February, 1864, published in General
Orders No. 26, (current series), together witb a
statement of the terms of the contract, the sureties
to the same, and witb ull other pertinent facts re-
lating to the said exemption or detail. Tbe officers
of the Subsistence department, under the direction
of the Commissary General and Chief Commissary
General and Chief Commissary of each State are
charged with the collection of the meat which any
exempt or detailed man may have contracted to
pay, and to give nn ae.quittnce therefor; ulso to
make whatever commutation or reductions that may
be authorized by tbe Act whenever the conditions
are established that justify the same ; and to make
nil the purchases ot the marketable surplus at the
prices specified in the act, which the same author-
izes to le made on behalf of the Government. Tbe
said Subsistence Department being hereby clothed
witb authority to represent the Government in tbe
enforcement of its claims under the contracts and
obligations that tbe act imposes upon llie exempts
and detailed men described therein.
II. In order that tbe regulation on the subject of
tbe sale of the marketable surplus of provisions and
grain to the Government, and the families of sol-
diers in tbe said act, may have execution, the Com-
missaries in tbe difTercnt States may be instructed
io limit their purchases of grulu and provisions of
tbe marketable surplus in any District to some defi-
nite proportion, not to exceed one ¡mil', and to
leave the remainder for the persons wbo purchase
on behalf of the families of oldlers.
III. All Agents appointed by the public authori-
ties of any State, county or town, to supply food for
the families ot soldiers, are authorized to purchase
tbe portion unappropriated by tbe Government, for
the object of their trust. The Commanders of Con-
scripts, or the Chief Commissary of eneh State or
District may authenticate tbe author,ty ot such
mi'.'nts, and persons selling to agents thus authen-
ticated shall be fully warranted to do so.
IV. The families of soldiers as described in the
said act, are the families composed of tbe wife or
wife and children of any person who belongs to the
army ; the widow or widow and children of any
person who died while in the servioe ; tbe mother
and sisters of any soldier or soldiers in tbe army
and who reside with them as members in the same
family or were dependent upon their labor or su| -
port; the parents or sisters of any person belonging
to the army, who resided in tbe same family with,
tbem and who derived from them support.
V. Officers are authorized to purchase necessary
subsistence for tbeir families under this act.
VI. Every exempt and detailed man under this
act shall render to tbe Enrolling Officer in bis Dis>
trict. a detailed statement of tbe marketable surplus
produced aod told by him, with testimony that tbe
sales were to Government or soldiers" families,
which statement shall be sent to the Commander of
Conscripts for the State, and thereupon satisfaction
upon his bond shall be entered.
VII. The act of Congress aforesaid provides
Tbat exemptions in favor of the classes' aforesaid
shall cease whenever the farmer, planter, or over-
seer shall fall diligently to employ in good faith his
own skill, capítol and labor exclusively in tbe pro-
duction of grain and provisions, to be sold to tbe
Government and tbe families of soldiers at prices
not exceeding those fixed at tbe tlmj for like arti-
cles by tbe Commissioners of tbe State, under the
impressment act. It has been represented to tbe
Department that there are instances of persons ex-
empt or detailed under this act, who pay but little
respect to the obligations they bare contracted.—
Tbat they have become speculators in food and
provisions ; that tbey are n< gligent and careless as
to the exUmt of tbe productions, and openly affirm
tbat tbey do not mean to bavc any surplus. The
department Is required, In all such or similar cases,
to revoke tbe detail, and the performance ot tbli
doty it do vol red upon the Borato of Conseriptloo,
upon proper testimony being afforded to them, or to
tbeir officers, to be designated by them, to perform
this duty. By order

II. Paragraph IV. of the above order is amended
to includa in the families entitled to purchase, tbe
widowed mother of any Boldler who may hove died
in the service, uud wbo was dependent upon him
for a support.
III. Any person purchasing under this order must
make an affiduvit, if a soldier or citizen, or ci rtifv,
if an officer, tbat the supplies are for their famiíy
use, and no more will be sold at one time than sup-
plies for three months. The affidavit or certificate
must set forth clearly the fact that tbe person pur-
chasing comes within the requirements of ibis or-
der, and tbat no more is asked tor than supplies for
three months.

OBITUARIES.
Departed this life, on the 11th Oct., Mr. R. B.
Huuuahd Sr., aged G4 years, and a citizen of Smith
county, Texas.
This useful citizens nnd devoted christian, died
in the full triumphs of Faith. His painful illness
was borne with calm resignation to the will of God.
and his death was an eloquent tribute to tbe truth
of tbe Cbristiun Religion.
Departed this life, on 24th Sept., HATTIE, (in-
faut daughter of Col. It. B. Hubbard Jun„ and Eli-
za R. Hubbard.) nged 3 years.
" Suffer little children to come unto me, and for-
bid tbem not, for of such is the kingdom of Heaven."
EXECUTORS SALE.
Will be sold before tbe Court house door
in the town of Rusk, Cherokee county, on Tuesday
tbe 5th day of Dec. next, between the usual hours
of sale, the Plantation and Lands belonging to the
estate of C. A. Carter deceased; situated eight
miles S. E. from Rusk, containing 897 acres, 260
acres cleared and uudar goad funoe ; good dwelling,
negro cabins, a good framed gin witb cast iron run-
ning gear, cotton press and other out buildings; a
good Orchard, good Springs and running wuter iu
every field, good Well in the yard.
On the next day the 7th Dec., on the premises,
the crop consisting of 2.000 or 2,500 bushels Corn,
7d bushels Wheat, a lot of Rye and Barley, 8,000
lbs. Fodder, fifteen bales Cotton, sixty head pork
Hogs, a number of stock Hogs, milk Cows and
stock cattle, Horses and Mules, Wagons and Oxen,
plantation tools, house-hold and kitchen Furniture.
Sales to be made on specie basis, twelve months
time, except Cotton and pork Hogs, they will be
sold for cash. All sums under twenty dollars cash.

ana upon condition that a Central Treasury for
tbe State can be established and endowed so that I
can sustain the public placcs when; the people are
unable to meet the current expenses. Many placcs
are supported by public contributions and of course
cannot sustuin a home. It these can be aided by
wealthier places the Homes can be formed, other-
wise those cannot lie established.

He will report tbe sale to the Court at the January
term, '65. Should the sales be confirmed by the
Court, bo will Immediately pass deeds of convey-
ance to purchasers and tnae up bis receipt.
All persons who purchased at bis last sales, ate
notified tbat their deeds are ready, and are io tbe
hands of Thou. U. Toler A G. W. Brooks, Dis. Dep.
Marshal at Weathcrford, Parker county, witb whom
