PRACTICAL £Al0^í.TiíAT10N.
While some three thousand troops
are stationed uselessly within several
of the Southern States, the gallant
Custer nnrf his brfice mt'it hr.> l.tip.h-
cj'ed on the plains of the Fur West
because of their want of numerical
strength to cope with the blood-
thirsty Sioux. This is a practical
demonstration of Giantism. The
troops iu the South are retained
there for political not governmental
purposes—to uid the Kelioggs of
Louisiana, and the Chamberlins of
South Carolina, to overawe and ride
down those unfortunate people, over
whose destinies an unlucky f; te has
placed these scoundrels to preside.
What cares Grsntism for the lives of
those hardy pioneers.; of the border?,
so long as the.political interest of the
party is well subserved in the con-
quered States. So long as fair Lou-

THE TEXAS FRONTIER BILL.
The Texas Frontier bill upon which
the Hon. Gustave Schleicher has been
so energetically lalioring, passed the
litwer House of Congress July 20, al-
ter receiving several umciidmctitM.
The bill places two full regimciltswof
cavalry on the Rio Grande to do
scouting, while the garrison duty will
devolve on infantry. The bill, before
it was amended, provided for the
purauit of outlaws into Mexico, but
siace that provision has been stricken
out the troops will have to confine
their operations to this side of the
river. On this bill Mr. Schleicher
receutly 'delivered an able speech,,
which depicted the outrages so often
perj tetra ted on the citizens of the
Mexican border by the bandits from
the "Land of God and Liberty."
Onr distinguished representative's re-
marks arc exhaustive of the subject,
exhibiting the most patient industry
in his array of facts bearing upon the
troubles which have almost depopu-
lated a large portion of Texas. Its
great length alone prevents' a repul -
