As we prepare for the 82ncl
Legislature, the big ques-
tion we are all
asking is how
to resolve the
projected bud-
get shortfall.
Just like any
family or com-
pany facing
tough times
the state will
have to set
funding priorities. With the
leadership of the governor
and lieutenant governor,
agencies have already start-
ed this process by making
cuts on their current budget ,
but the Legislature will still
have many tough decisions
to make.
I believe the best strategy
for our state is to cut spend-

ing instead of raising taxes.
To raise taxes in this econom-
ic environment would derail
the fast financial recovery of
our state. In tough times like
these, it is more important
than ever to give Texas busi-
nesses the incentive to grow
and create jobs.
One of the first steps we
will have to take is to find
greater efficiencies in the
state budget, making sure
we are getting the most out
of every state dollar. Sitting
on the Sunset Advisory Com-
mission, my colleagues and
I are examining the opera-
tions of many state agencies
to not only make sure each
agency fulfills its purpose,
but also to make sure agency
funding is used as effectively
as possible. While a budget
shortfall is a challenge, it
is also an opportunity to
eliminate waste and un-
necessary duplications. We
have already votedto abolish
two State agencies entirely,
as they no longer meet their
original need.
Even with improved ef-
ficiencies, additional cuts
must still be made. This
may mean re-examining how
we fund our largest obliga-
tions, including education.
We will have to find greater
efficiencies in both K-12 and
higher education. As we look
at education funding, I will
continue to work with fellow
legislators for greater equity
in school funding so all chil-
dren have an opportunity
for success, regardless of
zip code.

Rusk Good Samaritan
needs food, personal
hygiene items
The Good Samaritan Food Bank
and Resale Shop needs personal
hygiene items and canned goods to
re-stock the shelves. The Good Sa-
maritan helps needy families with food
and offers clothes for only 25 cents per
item. All donations are appreciated.
Canned goods and peanut butter are
always in demand as well as soap,
deodorant, tooth paste, toilet paper
and other personal hygiene items.
The Good Samaritan is located at
203 W. Second St., and is open from
9-11:30 a.m. Mondays, Wednesdays
and Fridays. For additional informa-
tion, volunteer opportunities or to
donate items, call (903) 683-2376.
Methodist women sell
cookbooks, CDs
The Methodist Women and Prayer
Group of A. Frank Smith United Meth-
odist Church have cookbooks and
CDs for sale. Seven hundred recipes
are featured.
The cookbooks are $15; CDs, $10;

Christians Against
Substance Abuse program
offered in Rusk
Persons with drug or alcohol prob-
lems are invited to attend Christians
Against Substance Abuse (CASA)
group meetings. The sessions are held
at 7 p.m. each Sunday and Tuesday
at the Rusk Church of Christ.
The church is located at 397 S.
Main St., Rusk. CASA offers a New
Life Behavior Course to assist people
in freeing themselves from alcohol and
chemical dependency.
The approach utilizes instructional
sessions, peer discussions and the
12-step group approach. CASA is
different from other 12-step groups
" i that the Bible is integrated into the
12-step principles.
