a total population of 49,253. When you divide
that amountbyfour, it will give an ideal precinct
population of 12..*?13." Mr. McGee said.
Precinct Three is the largest of the four pre-
cdncts with a population of 14,020 and Precinct
Two is the smalle st precinct with a population of
10,594. That means Precinct Three has 1,707 too
many people and Precinct Two, 1,719 too few.
Because of this fact, the county is required to
redistrict. Cherokee County did not redistrict in
2000. The last redisricting was in 1990.
At that time, the county had an Anglo popula-

Jeff Ivirk of Pogue Construction said the
price was different because of work necessary
on land at Joe Wright's new site,,
"The site work that will have to be done at
Joe Wright makes it higher than East Side,"'
Mr. Ivirk said. "Bids on the project will start
with dirt subcontractors.
Mr. Kirk said Pogue Construction had
received 733 bids from 400 different subcon-
tractors on the two projects.
JISD superintendent Dr. Joe Wardell saicl
the combined GMP for the two projects was
between $500-600,000 lower than the district
estimated.
"We want to build a few life skills rooms
at the high school, as well as a gym at Frecl
Douglass," Dr. Wardell said. "These savings
can be used for those projects, as well as fur-
nishings for the new campuses."
Mr. Ivirk said the bid process would hkely
be completed in 60-70 days. Dr. Wardell
expected a groundbreaking at both sites in
approximately two weeks.
The board also set a pubhc hearing for 6:30
p.m. Aug. 29 for JISD's 2011-12 budget and
proposed tax rate.
The total proposed tax rate is $1.32, com-
prised of $1.04for maintenance andoperations
and 28 cents for interest and sinking. The rate
increased 19 Cents from last year's rate, due
to the passage of the bond package,
"This was written into the language of the
bond package, so thi s wa s expecte d," said JISD
assistant superintendent of finances Lindy
FinLey. "The rate should stay at this level for
the next two years, after which we should see
a slight decrease."
Assistant superintendent of instruction
Judy Terry presented the annual testing re-
port, showcasing a 92 percent completion rate
for the district. She also said two campuses.
West Side and Fred Douglass elementaries,
would likely receive exemplary ratings at the
end of the month.
Theboard adopted a change to the expulsion
policy in the district code of conduct. Parents
and students must now submit a written
request to appeal an expulsion within seven
days of the expulsion. The previous time frame
was 15 days.
Dr. Wardell said the district is seeking ap-
plicants for bus driver positions. Interested
applicants can contact the JISD administra-
tion office at (903) 586-6511.
Pre sent were boar dpresident JamesHouser,
vice-president Dale Jamerson, Todd Travis,
Jimmy Brown, Blaine Yerhelle and Jeff Hor-

a minority population of 36 percent.

of 43.28 percent in 1990. With the proposed
precinct realignment, Precinct Four will have
a 50.21 percent minority population.

dents at the county courtroom in Rusk and 15 at
the Norman Activity Center in Jacksonville.
