As you already know. I have al-
ways opposed the aid given t<i
Castro by our Government. It was
apparent to me rtnd many other*
that Castro was a Red agent even,
before he conquered Cuba.
The actions taken relative to
Cuba for the last two years by the
United Stahes Executive Detri-
ment are confusing to any person
of reasonable intelligence. The
latest occurred just this week. Pau]
C. Hoffman, as head of the United
Nation's Special Fund, signed an
agreement with Castro's Red)
Cuban regime, to provide Castro
more tJuui one million dollar". The
United States provides 4f)'r of that
fund. In the budget requests
Congress is asked to appropriate
$45 million for replenishing that
Special Fund. The bit) appropri-
ating the money came to a vote
yesterday. I voted against it,
along with 70 other members of
the House. Our number was not
large enough, so it carried by a
big vote, so the money will be
available for Castro.
Thi.- seems the more impossible
because of Castro's demands that
the United States ransom his
prisoners by delivering 500 trac-
tors to him. in violation, not only
of out laws, but in violation of all
morals. It is little wonder there is
increased immorality at all levels,
when those in high level executive
positions cravenly surrender to

courage who was then head of the
Department of State was con-
fronted with a demand for ransom.
It was sixty years ago. Morrocans
under their leader, Raisuli, cap-
Lured a man named Perdicaris.

replied, 'Perdicaris alive, or
Raisuli dead". Perdicaris was
promptly freed — without ransom
being paid. Now, as the world's
most powerful nation, we find our
international "experts" attempt-
ing to replace courage, and submit
to blackmail. Hitler offeree! to
traid Jews for trucks, but the free
Jews turned him down. The pro-
posal was too uncivilized. Now,
Communist Castro offers men for
tractors, and his proposal is ac-
cepted.
Once a nation yields to paying
tribute, it can never stop. In its
infancy as a nation, our executives
knew this. They refused to pay
tribute to Tripoli and the other
Harbary Coast states, sending our
tiny navy to enforce our determi-
nation to spend millions for de-
fense, hut not one penny for
