By the fctorernor of the State of Texas.
To aLl to whom: these pbesssis shall
come:
Wbzkias, By a joint resoleiion of the Twelfth
legislature of the 8tate of Texas, passed May 17,
18*1, it wts resolved, "that seetion six, article ten
of the constitution of the State of TexaB be so
amended as hereafter to lead and be as follows:
& sc. 6. The legislature shall not hereafter grant
lands, except for purposes of internal improvement,
toasypcraen or putoaa, nor shall any certificate
for land be sold at the Land Office, except to ectual
settlers i pon the same, and in lots not exceeding
one hundred and sixty acres, provided that the Leg-
islature shall not grant out of tie public domain
more than twenty sections of land for each mile of
completed work in aid ef the construction of which,
land may be granted; and provided farther, that
nothing in the foregoing proviso shall'affect anv
rights, granted or secured by laws passed prior to
the final adoption of this amendment."

of Texas, by virtue of the authority vested In me
by the Constitution and Laws of this State, do here-
by order and direct that said election to vote on the
said proposed amendment to the constitution of this
State be held at the same time and places lor votincc
as;at tienext general election, viz: at the county
seat of each county, and commencing on the first
Tuesday after t!ie first fcondsy in Novtmbar, A. D.
JST72, and ooBtinnirg four consecutive days, viz : the
fffth, sixth, sevcj-th and eighth dsys of Jfovdmbei

It is greatly to be deplored that a large majority
3f Insurance Companies take advantage of the mis-
fortunes of such of their policy holders who, through
adverse circumstances, sometimes fail to pay their
premiums, by forfeiting the amount already paid,
such a palpable injustice, it is hoped, will soon be
abandoned oy the companies that practice it. The
Atlas Mutual Life will have done more to bring
about such a consummation than ail the laws which
oould be enacted on the BUbjeot, because it has origi-
nated a system by which the policy holder cannot
lose what ne has paid, under any circumstances. All
Policies Issued by the "Atlas," no matter on what
plan, are non-forfeiting from the first payment.
INVESTMENTS OP THS ♦ ATLAS."
The Atlas Mutual life makes Its in vestments on
Real Estate seourity, which must be worth (accord-
ing to the terms of its Charter,) doable the amoun
loaned. Almost all its present investments are made
at 10 per cent., which gives the Company an im-
mense advantage over companies located in the
Bast.
Insurance Companies in most of the older States
are not allowed, according to the terms of their char-
ters, to loan money outside the State in .whieh they
are organized, and it is well known that in those
States that 5 or a per cent, is the utmost that oan be
had on money. In order to show how this affects
polioy holders, we mast suppose that a pferson aged
40 insures in the Atlas for $10,000 on the Life plan
giviug'a single premium of $5. iP2 00. The expecta-
tion of life at that age is 27 years.
