In compliance with Texas Civil Statutes, Article 6252-1 lc,
the Texas Energy and Natural Resources Advisory Coun-
,:il hereby furnishes this notice of consultant contract
award. The consultant proposal request appeared in the
May 26, 1981, issue of the Texas Register (6 TexReg
1930). A description of the study follows.
Project 80-L-12-8 is a study to investigate ways in which
the utilization of Texas coal and lignite may be promoted
through reasonable permitting approaches that eliminate
regulatory conflicts, overlaps, and inconsistencies while
providing reasonable environmental protection. The con-
tractor will provide a detailed overview and matrix of
feueial and state permitting and regulatory requirements
govv. ning the recovery of coal and lignite through sur-
face :,ining and/or ir situ recovery techniques. The con-

Description. Texas Energy and Natural Resources Ad-
visory Council (TENRAC) is soliciting proposals for car-
rying out drilling, coring, and logging of deep basin lignite
(deeper than 200 feet below earth surface) in Texas.
This solicitation is issued in accordance with the Texas
Energy Development Act of 1977, Texas Civil Statutes,
Article 4413(47b), as amended by Senate Bill 921, 66th
Texas Legislature, and pursuant tothe rules adopted for
administration of the Texas Energy Development Act (4
TexReg 4604) and under the provisions of Texas Civil
Statutes, Article 6252-1 Ic. Furthermore, the characteriza-
tion work described herein is in general conformity with
the philosophy of spending state funds on the c )lection
of needed energy data in cooperation with the private sec-
tor to generate public information essential for the state
to foster an equitable development climate and to fulfill
its responsibilities relative to environmental protection
and optimal resource recovery.
Lignite resources in Texas are currently estimated at 58
billion short tons (755 quadrillion Btu's or Quads), con-
stituting just over '4 or 2607o of the state's total energy
endowment of 2,915 Quads. Near-surface lignite
resources, or those at depths between 20 feet and 200 feet,
are about 23 billion tons (300 Quads), of which some 8.6
to 11.1 billion tons are exploitable by current surface min-
ing methods. Projections are that approximately six to
seven billion tons of lignite must be committed by the
year 2000 to meet the needs of the elect-ic and industrial
sectors in Texas,. Near-surface reserves are adequate to
meet the energy needs of this century. Meeting demand
in the early'decades of the 21st century and beyond will
require the recovery of deep-basin lignite, or that occur-
ring at more than 200 feet below the surface.
