THE ISSULThe Texas Parks and Wildlife Department has adopted
emergency amendments to the Migratory Game Birds
Proclamation which was adopted on an emergency basis on
September 1,1976. The proclamation regulates the hunting of
game birds in Texas within a framework established by the U.S.
Fish and Wildlife Service. Because the federal agency waits
until shortly before the hunting season to issue its guidelines
to the state, the amendments were made on an emergency
basis to include certain species of game birds in the proclama-
tion.
The State Department of Public Welfare is proposing extensive
revisions to its rules concerning fair hearings, fraud, and civil
rights. Most of the proposals involve clarification of policy and
language, although some substantive changes are proposed to
bring department rules into alignment with revised policies.
The General Services Administration, which represents the in-
terests of the federal executive agencies, has intervened as a
party in proceedings on the Southwestern Bell Telephone
Company application for a raise in rates. The Texas Office of
State-Federal Relations has issued notice of the intervention
and a request for inquiries or comments on the proceedings, to
be decided by the Public Utility Commission of Texas. The
