The Board of Nurse Examiners adopts a rule limiting candi-
dates to three attempts to pass the certification examination
without remedial study After such study the candidate is
allowed two more attempts Almost 70.000 licensed nurses
are currently certified by the board in Texas. 4,000 of whom
gained initial certification this year
The Coordinating Board, Texas College and University
System. adopts on an emergency basis and proposes for per-
manent adoption an amendment to student services rules to in-
crease the maximum amount of loans to students of certain

The attorney general offers an opinion that a county cannot re-
ject a low bid on the basis of the bidder's nonresidency in that
county
The Department of Public Safety, which oversees the inspec-
