Due to OPS Rule
The Office of Price Stabiliza-
tion has issued an order, effec-
tive Nov. 8, which will have the
effect of slightly raising cigar-
ette ceiling prices from one to
three cents a carton.
Frank C. Tomlinson, OPS re-
gional restaurant and foods
chief, announced in Dallas that
his agency did not expect the
authorized^ceiling price adjust-
ment to have any effect on the
price of an individual pack—of
cigarettes.
Mr. Tomlinson declared that a
recently completed OPS survey
indicates it is necessary for cig-
arette distributors to include the
November, 1951 excise tax in-
crease as part of their cost if
they are to realize their "custo-
mary percentage margins" as ire-
quired by the Herlong amend-
ment to the Defense Production
Act.
Accordingly, the OPS action
allows wholesale and retail cig-
arette distributors to include all
the Federal excise tax as part
of their cost in applying custo.
mary percentage markups to de-
termine their ceiling prices.
" Under the new order, distribu-
tors will now be permitted to in-
clude the ten-cent a carton in-
crease in the Federal excise tax
which went into effect Nov. *1,
1951, as part of their cost before
applying their markups. Hereto-
fore, they have been permitted
merely to tack on the exact a-
mount Of this increase after the
markups were computed.
