The Legislature

The legislature met one day,
They laughed and talked and drew their pay
They didn't seem to understand,
That there were hungry people in the land,
They eost the people an awful lot,
And put the old folks oil the spot.
There were fifty six within the hall,
Who will read the writing on the wall,
They all wore badges on their breast,
So you could tell them from the rest,
Fifty-six and its a fact,
Set your pension, two years back.
The Governor did all he could do,
To have a revenue bill put through.
But they were mad as Heck with him,
Because (lie people put him in
Now you can do just what you please,
But they are laughing up their sleeves.
So in the future years to come,
Remember, what these men have done.
So that is all I have to say,

I continuously employed on projects of tht WPA for more
j than eighteen m< nths, shall be r< m <ved from such employ-
ment and shall be ineligible for re-employment on a project
until after the expiration of thirty days. Thirty days af
ter the date of seperation and following a re-determination
ol need, such persons will be given equal consideration with
other certified persons awaiting assignments to project em-
ployment. This provision was inserted, the committee
sta ed, for the purpose of preve iting any person attempt-
ing to make a career of the WPA and to give other persons
who are just as deserving and who are properly certified, a
equal and fair opportunity. All legislation is a result
of comprt mise. No one member of a legislative body can
secure the adoption without change of any major proposal.
Off ntimes mernbeis must sacrifice their personal convict-
ions and views and join opponents in order to accomplish,
over an entirely different route, the desired objective.
OLD AGE ASSISTANCE
Although we lost the fight; in the house to liberalize the
federal old age assistance law, except to permit matching
50 50 up to S10 per eligible person, tho senate inserted an
nmendment, which was sponsored by senator Tom Connally
of Texas, which requires the federal government to pay two
thirds ol the first $15 paid by the state. In o'her words
if Texas, is providing 50 and the federal government $7,
50, making a total payment of $15.00 now under this amend |8
ment, $5 of the state money will be sufficient to match $10.
furnished by the fedei aT government, which will permit the
amount to be raised to $17.50. There are oth<:jr liberaliz-
ing amendments to the SociaI Security act, which were a-
dopted in the house and senate and will be fully discussed
when the bill is approved by the President.
NATIONAL DEBT
During the decat'e commencing with 1020. the private
debts of thecoma try increased about five billion dollbrs an-
nually. Duiing that time, the government and state debts
were going down. Now and since 1933, the government
debt has been increasing each year and private debts have
been decreasing. The result is that the tota I debts owed
by the pe■ pie, including public and private, are les now
than they were in 1929.
FARM TENANTS
If the new program goes through, I estimate that from
25 to 5f. farms will be purchased in every county in our dis-
trict within the next year for deserving tenants, the same
procei me being used as is novv uf;ed under the Bankhead-
Jones farm tenant act.

LOANS FOR RURAL ELECTRIFICATION
The money that i* advanced to rural electrification
projects is not given by the government. It is loaned to
the local authority and must be paio back with interest.
The s.ime is true as to appliances, which are purchased by
customers of the REA. Loans arc made on very favor-
able terms, includ ng a low rate of interest, but ali of this
m >ney will be paid back to the government, with interest,
aid to la'e, the.'o are no <je a tilts. One newspaper gain-
ed the impression from last week's letter that this money
represented a government grant and co mented upon it un-
der the heading "Where Tax Money (Joes"
There are (132 REA projects in the United States and
not one of these projects in default. The loral coopera-
tive is paying 2.09 per cent interest this year on its loans.
These projects a re mw serving 050,000 f.. rm families, who
were not served with electricity before the REA was estab-
lish d.
Much of the money that is being spent bv the govern-
ment is loaned m various ways and will be paid back. A
large part of the increased debt under the present adminis-
tration is on account of tlx se loans, which will not result in I
a net loss to the government, nd in some cases will even
represent u profit. The RFC, for instance, has earned]
o/er $200,0)0,1)00 while making loans with government
money.
NEW WPA LAW
Under the new WPA act. wages will be reduced in the
liorth and west, but will be incieased in the south. In ac-

ployees, with the ex«eption of veterans, who have been
